Job Description
Class Concept

Minimum Qualifications:
Bachelor's degree in Behavioral Science (Psychology, Sociology), Criminal Justice, or a related field and two (2) years graduate course work or two (2) years' experience in rehabilitation or vocational counseling; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to perform process duties related to counseling and training inmates housed in the Fulton County Jail System.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Responsibilities include providing individual, group, rehabilitation, and vocational counseling to inmates and serving as a liaison and/or reference for the jail's population to outside state, city, and county agencies.

Provides individual, group, rehabilitation, and vocational counseling to jail inmates; Conducts training classes. Provides various referral services for inmates; Serves as a liaison between jail staff and inmates. Organizes and analyzes information on inmates.

Develops objectives for vocational and educational programs; Resolves issues concerning inmates' social and health problems. Prepares and maintains records and reports on inmates. Coordinates daily office procedures with the Fulton County Jail Chaplain's Office; Prepares inmate newsletters.

Knowledge of theories and principles of counseling; Methods used to conduct client assessment interviews and counseling sessions; Personal computers and related software;

Methods and techniques used to evaluate inmates; Principles and practices of behavioral science (e.g., psychology, sociology); Standard procedures and practices related to institutional and jail operations; Principles and practices of client confidentiality; Principles and practices of vocational and rehabilitation counseling.

Skilled in providing effective individual and group counseling; Resolving problems and making decisions; Conducting client assessments; Performing effective crisis intervention;

Maintaining client confidentiality; Preparing and presenting clear, concise, and detailed reports; Operating personal computers, including spreadsheet, database, word processing, presentation, and other related software; Establishing and maintaining effective working relationships with other County personnel, officials, and the general public; Communication and interpersonal techniques as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.

Minimum Qualifications

Performance Aptitudes:

Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

Human Interaction: Requires the ability to provide specialized or professional level counseling to others that typically requires certification and/or a bachelor's degree in a specific field.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA Compliance:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as strong odors, disease/bodily fluids, pathogenic substances, violence, and traffic hazards. Work in this class also involves safety and security risks.
