Job Summary:


The Project Manager (PM) will support the U.S. Citizenship and Immigration Services (USCIS), Office of the Chief Financial Office (OCFO) with program management for the Financial Systems Modernization (FSM) Program Management Office (PMO). This effort includes all the necessary technical, business, and administrative planning and preparations; organizing; coordinating; tracking (e.g., cost, schedule, deliverables); performance management; risk management; subcontractor management; resource management; change management and data management.


Base Salary: $140,000 - $150,000/Annually


Responsibilities/Duties:


  • Provide support and expertise in all Project Management related activities.
  • Coordinate and complete deliverables associated with Business Process Reengineering.
  • Coordinate deliverables with DHS FSM JPMO and third-party vendors.
  • Manage or direct work of multiple groups in a manner that effectively delivers results to the government.
  • Develop Standard Operating Procedures (SOP) and Policy and Process Manuals in USCIS format.
  • Assist with development and maintenance of the USCIS FSM Integrated Master Schedule and project dashboard.
  • Maintain/administer knowledge repository - databases and SharePoint sites for improved analysis and collaboration, program record, and workflow.
  • Assist in the development/drafting and maintenance of required documentation per the DHS Acquisition Management Instruction and Office of Program Responsibility and Risk Management guidance in order to obtain ADE-2B approval.
  • Complete other duties and tasks assigned by USCIS FSM Project Manager.
  • Coordinate, collaborate, facilitate, participate, and submit approved USCIS FSM Program responses on behalf of PMO, Subject Matter Experts, and Integrated Project Teams.
  • Assist with preparing for, planning of and participation in USCIS test and evaluation events; development and review of test evaluation plans and reports.
  • Participate in and complete deliverables from and for the DHS FSM JPMO Integrated Project Teams (IPT).
  • Assist in identification, mitigation strategy, tracking, and disposition of financial management system program risks.
  • Maintain documentation on Re-engineering, Change Management, and Risk Management activities.
  • Assist with development and management of Configuration technical and functional documentation.
  • Coordinate, review, and provide comments on delivered functional and technical specifications.
  • Assist with preparing for and planning of USCIS participation in the Discovery process with DHS the FSM Joint Program Management Office (JPMO) and third party vendors.


Qualifications:


  • Must possess demonstrated directly applicable subject matter expertise of 10 or more years in the project management field.
  • Ability to oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
  • Desired Experience: Experience in SAP migrations
  • Possess at least (10) years of full lifecycle Acquisition Information Technology Program experience to include the migration of data from legacy system to new solutions.


Education/Certifications:


  • Must possess MA/MS degree.
  • Must be a certified Project Management Professional (PMP).
