This position is responsible for supervising and participating construction, maintenance, and repair of the city’s underground utilities systems.
- Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
- Prioritizes and schedules work assignments; monitors performance to ensure compliance with rules and regulations and to ensure efficiency and effectiveness.
- Coordinates activities with other utility companies.
- Manages inventory of materials and supplies and places orders as required.
- Monitors work orders through completion.
- Maintains records and prepares reports.
- Ensures compliance with applicable city, state, and federal safety policies and regulations.
- Receives and addresses complaints from the public regarding water and sewer services.
- Performs related duties.
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
- Possession of a Level III Water Distribution Operator’s License and a FWPCOA C Level Wastewater Collection System Operator license.
- Ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of water distribution and wastewater collection system maintenance principles.
- Knowledge of relevant state and federal regulations.
- Knowledge of personnel management principles.
- Knowledge of computers and job-related software programs.
- Skill in the operation of a variety of tools and equipment.
- Skill in the training and supervision of personnel.
- Skill in prioritizing and planning.
- Skill in the analysis of data and the preparation of reports.
- Skill in interpersonal relations.
- Skill in oral and written communication.

The Underground Utilities Superintendent assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

Guidelines include state and federal regulations and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied supervisory and construction maintenance duties. The unique nature of each project contributes to the complexity of the position.
- The purpose of this position is to supervise and participate in the maintenance of the city’s underground utilities operations. Successful performance contributes to the provision of efficient and effective services to customers.

- Contacts are typically with coworkers, other city personnel, vendors, contractors, and members of the general public.
- Contacts are typically to exchange information, motivate persons, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, stooping, or walking. The employee frequently lifts heavy objects and uses tools or equipment requiring a high degree of dexterity.
- The work is typically performed in a warehouse and outdoors, occasionally in cold or inclement weather. The employee is exposed machinery with moving parts, contagious or infectious diseases, and dangerous gases. The work requires the use of protective devices such as masks, goggles, gloves, etc.

PTO Leave: Leave begins accruing immediately; however, cannot be used until three (3) months of service has been completed: The schedule varies slighter for Fire Fighters.

less than 5 years: 152 hours
5 to 9 years: 176 hours
10 to 14 years: 200 hours
15 to 19 years: 224 hours
20 + years: 248 hours
At the end of the year, any unused PTO leave will be placed in your PTO bank (up to 380 total hours). Time will be accrued bi-weekly & shown on each paycheck. After the 380 hours are filled, any unused PTO leave will be lost and cannot be used the following year.
RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.

Note: Insurance coverage takes effect on the 1st of the month 60 days after employment.
