Our Customer Service Division seeks an experienced and innovative Advanced Metering Infrastructure (AMI) Project Manager (PM). Under the direction of the Customer Service Administrator, the PM will provide superior customer service and oversight for AMI field system implementation and support.
The PM will coordinate and manage AMI installations throughout the service area. The AMI project will change the engagement between the utility and our community. The successful candidate will have exceptional skills in managing AMI or equivalent projects while demonstrating successful interpersonal relations with stakeholders, vendors, consultants, and cross-functional teams.
Currently, this is a hybrid/telecommuting position where a portion of the work may be completed virtually, based on specific work tasks. This model may change based on future business needs.
The successful candidates will enjoy the opportunity to work from home while abiding by the Department's specific policies and the terms and guidelines set forth in the City of Tucson’s Telecommuting Administrative Directive 2.01-19 to include:
- Shall designate and maintain a dedicated workspace that is quiet, clean, and safe, with adequate lighting and ventilation

General Description
Essential Functions
The essential duties include but are not limited to:
- Proven work history in establishing and implementing the strategic policy direction for the AMI program development and execution, including lifecycle planning, sustainability planning, and business process redesign.
- Provide project governance and provide required project documentation.
- Communicate effectively about the AMI program to stakeholders.
- Manage project financials and create management financial tracking and reporting.
- Accountable for ongoing communication with the project team and managing vendors and contractors.
- Advanced knowledge of technology solutions for large-scale public entities.
- Ability to manage program teams, including internal staff teams, system implementation consultant teams, plus extensive extended subject matter expert teams with cross-functional responsibilities.
- Responsible for all aspects of a project, including budgets, scope management, installations, warehousing, training, etc.
- Lead planning for organizational change efforts including business process redesign and staffing changes with significant impact on workforce development and succession planning.
- Experience conducting business systems analysis.
- Manage risks, issues, and implementation plan to ensure high-quality implementations.
- Possess strong strategic planning skills to plan and implement business solutions aligned with business division objectives, market direction, and technology trends.
- Proven written and oral presentation skills.
- Ability to communicate with leaders and decision makers with varying perspectives.
- Ensure application programming interfaces are completed with the new Customer Information System.
- Previous experience with Advanced Metering Infrastructure, AMI, technologies, and large-scale IT program implementation.
- Familiar with the meter to cash cycle, and utility business practices.

Minimum Qualifications
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 3 years managing complex projects and coordinating experts from different fields
Valid and Unrestricted Class D - Driver's License
An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of this position, may be considered.
Preferred Qualifications
The successful candidate will possess a strong knowledge of project management techniques, WBS (work breakdown structure) development, and coordination of people and resources. As well as experience in the areas listed below:
- Demonstrated experience in implementation of enterprise application projects
- Experience migrating AMR to Advanced Meter Infrastructure (AMI) technologies
- Experience managing AMI vendors and Service Level Agreements (SLAs)
- Specific experience with Automated Meter Reading Systems (AMR)
- Experience in deployment of meter programs
- Familiarity with meter reading schedules and billing functions

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:
- 10% of the rating for education and work experience
- 90% rating for the Oral Board Interview
This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months. Post list hiring interviews may be conducted prior to final selection.
