Introduction
The Department of Transportation and Mobility is seeking a highly motivated and qualified individual to join our diverse, vibrant, progressive, and engaged workforce as a Transportation Program Coordinator.
The Transportation Program Coordinator will manage the City of Tucson’s Pavement Management Program. This individual will supervise a Team of three employees as well as plan, prioritize, and accomplish pavement management duties as required. The position requires a mix of both office and field work including walking, traversing, and making measurements in the city streets right-of-way.
This position will manage, maintain, and leverage a comprehensive database of pavement assets to report network conditions and budgets as well as develop and prioritize short-term and long-term pavement preservation, rehabilitation and reconstruction projects and programs. Recent examples are voter-approved Propositions 409, 101, and 411. Therefore, the candidate should be comfortable working with large amounts of data, Microsoft Excel, and databases. ArcGIS knowledge and expertise are a plus as these are layered in with pavement data for most efforts.
General Description
Manages the City of Tucson Department of Transportation and Mobility’s Pavement Management Program.
Manages and maintains roadway asset data within Cartêgraph OMS and ArcGIS.
Utilizes Cartêgraph OMS, ArcGIS, and Microsoft Excel for reporting and data analytics.
Coordinates transportation programs and projects.
Coordinates plans and policies with commissions and agencies for construction-related projects to comply with regulations, contracts, and statutory requirements.
Essential Functions
A large percentage of time will be dedicated to collecting, analyzing, and reporting pavement asset data; compiling status reports, developing plans and programming funds, layering with other datasets, and forecasting needs.
Cartêgraph OMS, Microsoft Excel, and ArcGIS are everyday software tools that will be used.
Physical ability to drive, walk, traverse, and make measurements in the City streets right-of-way for extended periods of time.
Coordinates a program within the department and uses independent judgment for the following:
Supervises and coordinates the equivalent of two or more full-time employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.
Plans, prioritizes, and accomplishes pavement management duties.
Performs inventory and inspections of roadway assets; tracks and monitors construction projects.
Prepares and monitors the section's budget by reviewing and analyzing historical data and determining future needs to develop the budget.
Generates data and reports, builds databases and spreadsheets, writes and reviews legal documents.
Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.
Develops predictive analytics and performance measures to enhance the planning process and to enable data driven decision making.
Manages, coordinates, and determines priorities of workload, monitors levels of resources, establishes time lines, assigns work, monitors progress, recommends changes and suggestions, writes, reviews and edits reports prepared by staff, and approves completed projects and reports.
Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.
Oversees programs and projects by ensuring that strategies, policies and goals are implemented, developing and implementing corrective actions as necessary, interacting with consultants and community representatives to accomplish the work, monitoring cost amounts, reviewing and abiding by bids and contracts, and coordinating and resolving problems in accordance with Department of Transportation and other standards.
Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.
Persuades others in-person and in-writing toward project completion.
Compiles reports, responds to constituent requests, delivers presentations, and conducts media interviews as necessary.
Responds to complex questions and issues, attends training courses, writes and reads reports, disseminates pertinent information, and provides support to personnel.
Refers problems to appropriate personnel for resolution.
Minimum Qualifications
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 3 years in managing and coordinating transportation programs and projects
An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of this position may be considered.
Preferred Qualifications
Degree in Engineering, Public Administration, or closely related field
2+ years of supervisory experience
Proficiency in Microsoft Office Suite (especially Excel), relational databases (SQL), and ESRI Maps and ArcGIS software
Understanding of roadway design and construction
Strong interpersonal development skills
Outstanding problem solving and trouble shooting skills
Selection Plan
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile, responses to their supplemental questions and a review of your letter of interest and resume.
The highest scoring applicants will then be invited to participate in an Oral Board Interview
- Oral Board interviews will be held on June 7, 2023
- 30% of your rating for the Resume and Letter of interest review
- 10% of your rating for the Training and Experience
- 60% of your rating for the Oral Board Interview
This list will be utilized to fill vacancies occurring within the next 6 months.

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D, or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
