Job Description

The primary purpose of this position is to serve as a base training (military OJT) functional manager by administering, tailoring, delivering, evaluating, and managing training programs, activities, and personnel. Responsibilities Manages Base-Level Training: Advises and assists base personnel on proper policies and procedures, corrective actions, and cost-effective training methods to ensure training needs are met. As base training advisor, recommends improvements to OJT programs and responds to requests for OJT support. Analyzes OJT data for trends in skills training and mandatory Career Development Course (CDC) enrollments; and processes CDC reactivations, reenrollments, waivers, and AFSC withdrawal packages. Conducts base training meetings and training sessions. Requirements Conditions of Employment Qualifications This is a Term position NTE 01-FEB-20


  • Knowledge of military training programs, their objectives, policies, procedures and requirements or similar processes in parallel business and industry organizations in order to manage a comprehensive training program.
  • Knowledge of military organizational structure, protocol, and similar matters.
  • Knowledge of the military personnel automated system.
  • Current Federal civilian employees may apply for this position using "Reinstatement" eligibility. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes, specialized personnel training methods, regulations, principles or concepts to carry out limited technical projects. The incumbent must be competent in interviewing, analytical, and writing skills used in connection with moderately complex personnel training subjects and techniques. Knowledge of the format, content, and uses of the military personnel records to independently process military personnel transactions which present complex and unusual procedural or substantive issues. Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel actions and periodic reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
