Job Description

Under the direction of the Director of Training & Development, coordinates comprehensive training programs for employees throughout the Clerk’s Office. Assumes primary responsibility for planning, coordinating, reporting and maintaining training records for such as new employee orientation, managerial/ supervisory and employment interview training. Schedules, secures and organizes training program logistics and resources such as rooms, participant materials, and additional resources for training events as needed. Manages learning data and documentation within the Learning Management System (LMS) which includes creating and managing existing enrollment, keeping learning offerings current, uploading course content and running reports. Provides reports and maintains records of training activities, attendance rates, surveys and evaluation forms. Provides necessary reports and information to ensure strict adherence to the Employment plan. Performs other duties as assigned.

Essential Duties

  • Coordinates training programs in such areas as employee orientation, employee compliance, employee management development and employee interview training.
  • Responds to requests for information regarding available training programs.
  • Extracts, interprets and analyzes data to identify key metrics and transform data into meaningful, actionable information.
  • Occasionally delivers training programs at various locations throughout Cook County.
  • Monitors the Division’s inventory and makes recommendations based on budget allowances.
  • Maintains and produces reporting that assists in tracking learner activity with information that resides within or outside of the Learning Management System.
  • Performs various related administrative functions to support the Training and Development Division and ensure its smooth and effective operation.
  • Manages the internal and external vendors, speakers/facilitators and trainers for upcoming training programs.
  • Operates audio-visual/technical equipment as required and schedules guest speakers and/or instructors.
  • Protects, secures, and properly handles all confidential data.
  • Performs other duties as assigned or required.
  • Maintains strong understanding of training content for course delivery.
  • Provides reports and maintains records of training activities, attendance rates, surveys, and evaluations forms.
  • Markets and communicates training programs to targeted audiences throughout the Clerk’s Office and ensures ongoing updates and information is communicated across relevant divisions and departments.

Minimum Qualifications

  • Three (3) years of full-time work experience designing, developing, coordinating, or conducting training programs.
  • High school diploma or GED.
  • One (1) year of full-time work experience teaching, coaching team members, or managing others in a group setting.

OR

  • One (1) year of full-time work experience designing, developing, coordinating, or conducting training programs.
  • Bachelor’s degree from an accredited college or university.
  • One (1) year of full-time work experience teaching, coaching team members, or managing others in a group setting.

Preferred Qualifications

  • One (1) year of full-time work experience with a Learning Management System (LMS) or Content Management System (CMS) or curriculum development.
  • One (1) year of full-time work experience designing, developing, coordinating, or conducting training programs in a government agency.

Knowledge, Skills, Abilities and Other Characteristics

  • Familiarity with continuous improvement methodologies and/or training facilitation certification.
  • Ability to make clear presentations and facilitate meetings.
  • Detail-oriented with strong analytical skills that demonstrate an ability to apply logical thinking to gather and analyze information, design and test solutions to problems, formulate plans and meet tight deadlines.
  • Ability to work in a team and perform as a self-starter with critical thinking skills.
  • High proficiency in Excel, including working with formulas, pivot tables, etc.
  • Skill in tracking training data with the ability to create weekly, monthly, quarterly and annual reports to illustrate key training metrics.
  • Excellent oral and written communication skills.
  • Ability to adapt to changing situations quickly and effectively.
  • Ability to maintain detailed records and files supportive of program activities.
  • Ability to interpret and summarize the educational and training needs of the Clerk’s Office.
  • Ability to address groups of employees as part of the Office’s various training programs.
  • Strong organizational skills with proven ability to manage multiple tasks efficiently in a high-pressure setting.
  • Knowledge of practices, methods and techniques used in administering programs for employee training and staff development.
  • Ability to plan and coordinate training and development programs for diverse groups of employees working in departments throughout the Clerk’s Office.
  • Ability to travel to work assignments for which the employee must provide own adequate means of transportation.
  • Proficiency in PowerPoint, Word, Outlook, and Teams as well as multimedia skills.
  • Experience preparing and editing print or online support materials such as tutorials, job aids, instructional material, or video demonstration.
  • Ability to coordinate setup of training locations and room requirements.
  • Ability and willingness to explore and learn new and sometimes complex software applications as they emerge.

Physical Requirements

  • Ability to repetitively use hands to operate standard office equipment and handle documents.
  • Ability to lift up to 10 lbs
  • Ability to sit, stand, walk or move for extended periods of time.
