Global Risk Review (GRR) provides independent, objective, reliable, valued and timely assurance to the Board of Directors, the Committees, the Citigroup Chief Risk Officer, the Citibank Chief Risk Officer, senior management and regulators over the effectiveness of credit, capital and collateral risk management and the ability of the Business and Independent Risk Management to identify, monitor and mitigate current and emerging risks. Within GRR, the Global Portfolio Review (GPR) function provides an independent review and challenge of risks in frameworks or processes that span multiple portfolios, risk stripes, or encompass the entirety of Citi.


Reporting to the Head of GPR, the Credit Review Senior Officer is responsible for independently managing all aspects of assigned Review Entities. Responsibilities include execution of Business Monitoring and Reviews in accordance with the Fundamental Credit Review (FCR) Manual and GPR Methodology. In particular, the role entails monitoring and evaluating the effectiveness of assigned portfolio management frameworks across Citi and CBNA as aligned to the Enterprise Risk Management Framework and impacting both Retail and Wholesale business activities, proposing pragmatic solutions to risk and control issues, and maintaining ongoing contact with a Review Entity’s management through continuous Business Monitoring (BM) and corrective action follow-up where applicable.


Developmental opportunities include experience in a high visibility, dynamic function; exposure to Enterprise Risk Management, Retail, and Wholesale Businesses, enhanced business contacts; leadership responsibilities


Key responsibilities:


  • Regularly interface with senior business and risk managers
  • Assess the quality and adequacy of management adjustments to the Current Expected Credit Losses (CECL) methodology for estimating allowances for credit losses
  • Assess Business and Risk staffing levels to determine the effects on assigned Review Entities
  • Apply sound ethical judgment regarding personal behavior, conduct and business practices, and escalations, managing and reporting control issues with transparency
  • Accountability for the quality and consistency of work products that include Credit Assessment Documents, Sample Rationale Documents, and Review Reports created for the assigned Review Entities
  • Evaluate the effectiveness and adherence to regulatory expectations of key enterprise-level frameworks such as concentration risk management and risk appetite, and their application across Citi, CBNA, Business Segments, and Material Legal Entities
  • Assess the effectiveness of credit risk processes and standards of assigned Review Entities to promote leading practices and identify opportunities for improvement
  • Assess the quality of portfolio management, including identification and evaluation of financial and non-financial material and emerging risks
  • Travel required (up to 15%)
  • Prepare Credit Assessment Documents in accordance with and at the quality standards required by the FCR Manual and Review Guides
  • Assess risk when business decisions are made, demonstrating particular consideration of the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, and policy
  • Management of Review Entities through quarterly BM and periodic Reviews
  • Proactively communicate to the Head of GPR and GRR Senior Management any concerns and/or emerging risks that may impact the assigned Review Entities
  • Evaluate the appropriateness of Corrective Action Plans (CAPs) resulting from Reviews or BM, and subsequent validation of the effectiveness of those CAPs after implementation by management


Knowledge/Experience:


  • Demonstrable financial services experience including 10+ years of experience in Banking, Finance, Accounting, Economics, Business Administration or similar field, with expertise in wholesale or retail risk analysis or risk management processes
  • Expert in risk analysis and risk management processes for one or more risk categories, product, or lending areas
  • Understanding of US prudential regulations and guidelines, regulatory experience or relevant experience in a similar role at another institution is highly desirable
  • Fully conversant in credit policy matters


Skills/Competencies:


  • Proficient in Microsoft Office (Word, Excel, and PowerPoint)
  • Excellent written and verbal communication skills, with the ability to communicate clearly and concisely to audiences of varying levels of seniority
  • Advanced analytical skills, with the ability to identify root causes and trends and anticipate horizon issues
  • Proficient in use of statistical tools and methodology in understanding / analyzing portfolio credit risk and for sample selection
  • Ability to recognize emerging risks, across financial and non-financial risks
  • Strong project management skills, with the ability to coordinate and manage large review teams
  • Knowledge of Citi's organization and systems preferred
  • Strong interpersonal skills, with the ability to build relationships and exert influence without direct authority


Qualifications:


  • BA/BSc or higher in business, finance, or a related field, Master’s degree preferred
  • Senior Credit Officer qualification preferred
