Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud. We are responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Our focus is on smart growth, high efficiency, and delivering a trusted experience to customers and partners worldwide. We are looking for a passionate and competent individual to help build the network that powers the world’s largest online services.

Within CO+I, the Global Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and lease projects. Furthermore, we support the Operations team that manages and runs the cloud assets. We are looking to fill the critical role of Supply Chain Leader, Special Projects.

Responsibilities

The Supply Chain Leader, Special Projects is a member of the Global Supply Chain staff responsible for ensuring the development and execution of commercial strategy for complex capital projects from project identification, sourcing, contracting and successful hand off to operations. This role will build a core team and leverage internal and external stakeholder to ensure success of the project on schedule, within budget and with quality.

Contracting Management, Construction Management and Procurement
  • Integrates business specifications for complex purchasing areas into request for information (RFI) and/or request for proposal (RFP) processes. Collaborates cross-functionally to define and manage supplier scorecard criteria (e.g., key performance indicators [KPIs], Service Level Agreements [SLAs]), coordinates supplier performance/recovery reviews, and drives corrective actions.
  • Provides high-level negotiation and sets standards across organizations and company. Addresses unresolved or broadly impactful escalations related to pricing and category management issues, and proactively develops strategies to evaluate and drive change in processes broadly across the organization, as needed to ensure teams and/or partners adopt processes that improve the pricing and procurement of goods and services across Microsoft. Manages price and procurement requests and complex pricing issues across purchasing categories to ensure procedural compliance.
  • Collects relevant internal and industry data to understand business requirements, benchmarks data against relevant markets, and shares industry and category expertise across stakeholder teams to execute and/or develop strategies.
  • Actively partners with engineering, strategic sourcing and suppliers to identify and drive continuous improvement and risk management opportunities by evaluating procedural, operational, and/or environmental factors, analyzing root causes of issues, sharing insights with key stakeholders, and influencing the adoption of needed improvements.
  • Leads and develops organization team structure, attracts and develops talent. Defines, maintains, and executes on procurement contracting strategies for a large complex data center construction project and/or purchasing opportunities to ensure optimal cost and sufficient continuity of supply and services.
  • Provides guidance and clarification on contract execution processes for consistency, accuracy, and timeliness across Microsoft. Provides thought leadership and shares best practices on established methodologies to ensure they are aligned with and influence current and anticipated business outcomes, both internally and externally. Drives accountability for resolving escalated contract delivery issues and monitoring the impact of change orders on contracting, and delivers briefings to executive leadership detailing current and projected sourcing contract execution models, anticipated risks, impact models, and contingency plans.

Compliance
  • Leads partnerships with global stakeholders and suppliers to identify systematic business threats and determine which sustainable elements, alternative solutions, and/or policy changes would optimally mitigate risks at scale moving forward. Champions new policy direction and changes as needed to ensure systematic resolution and remediation of sourcing issues across Microsoft and its partners.
  • Drives business impact by establishing functional standards and procurement performance expectations that define relevant process and compliance success metrics, while also identifying opportunities for improving process efficiency and policy compliance. Applies end-to-end expertise and leverages market intelligence to develop and influence Microsoft-wide channel strategies that optimize for value and enable execution with consistency, accuracy, quality, and timeliness. Leads decision making across organizations to determine optimum strategies for suppliers and partners to increase efficiency and manage costs, and drives accountability and governance for adopting workstream improvements and automation at scale to meet and surpass business expectations.
  • Ensures consistency, timeliness, quality, and accuracy of deliverables, and ensures Procurement stakeholders are aware of Service Level Agreement (SLA) and/or defined milestones and deliverables terms. Communicates delay to Procurement stakeholders, and independently proposes and executes contingency measures.
  • Negotiates and provides strategic oversight for improving existing, or establishing new, Service Level Agreements (SLAs) and/or defined milestones and deliverables, holds accountability and ownership of SLAs with an end-to-end company-wide perspective, and ensures compliance is cascaded down to the business. Strategizes on and communicates SLA terms cross-functionally and/or cross-regionally to internal and external stakeholders. Serves as subject matter expert on the SLA and coaches team members to do the same, manages any escalations related to policy non-compliance, and manages the execution of contingency plans internally and externally as needed.
  • Ensures adherence to policy, educates stakeholders and suppliers on policy compliance, and manages the remediation and resolution of sourcing issues. Identifies opportunities to adapt policy as needed to mitigate risk and better enable suppliers to meet business requirements.
  • Applies an end-to-end understanding of the trade offs between Microsoft and key suppliers to drive business impact by influencing senior managers cross-functionally, or cross-regionally to apply market intelligence and adopt practices that enable execution with consistency, accuracy, quality, and timeliness of delivery. Manages supplier scorecard process, leads strategic business reviews, educates stakeholders on policy compliance, analyzes root causes of issues, and influences change internally and/or externally to addresses issues.

Stakeholder Collaboration
  • Internal: Engineering, construction, cost management, finance, safety, legal, risk management and other groups as needed.
  • External: Contractors, consultants, suppliers, and industry groups.
  • Directs supplier activity and progress across the most complex and strategic accounts and purchasing categories. Leverages corporate strategies to define overall objectives and strategies for supplier management practices to ensure alignment to Microsoft-wide business goals, and shares thought leadership that affects supplier engagement protocols and processes company-wide. Considers broad enterprise engagement opportunities and future supplier and partner innovations, to further optimize for value.
  • Oversees and leads the pricing and negotiation strategies for the most complex and strategic purchasing categories, develops business groups for optimal cross-functional stakeholder support and business assurance, and broadly fosters internal and external partnerships to negotiate strategic decisions and produce deliverables. Drives consensus in the goals and success criteria with stakeholders both internal and external to Microsoft, shares thought leadership and socializes best practices related to negotiation and collaboration to enable teams to execute negotiations with consistent success.
  • Drives the execution of strategies for business and industry engagements between sourcing teams and cross-functional corporate leadership to determine supply strategy at scale. Defines multi-year strategies for mature business, identifies opportunities to meet agility requirements, and enables business beyond standard purchase categories and historical spend areas. Develops solutions for highly complex and undefined business areas and purchasing categories and adapts delivery plans with cross-functional leaders. Leads industry and ecosystem engagements, proactively defines communication strategies with leadership teams, articulates business cases to support recommendations, and influences leaders to buy in on sourcing decisions and optimizations that can be deployed at scale.
  • Develops pricing and negotiation strategies for multiple complexes purchasing categories, ensures that strategies clearly articulate the trade offs, roles, and responsibilities across parties, and gains senior executive support for strategies both internally and externally. Identifies negotiation setbacks and takes action to mitigate contract disagreements.
  • Drives early business engagements for complex business areas or purchasing categories with cross-functional leadership including planning, strategic sourcing, cost, engineering, quality, construction, project managers, to define and drive action on supply solutions and strategies, business requirements, optimal sourcing on spend/budget and align on priorities. Shares expertise to advise cross-functional teams on sourcing decisions.

Qualifications

Required/Minimum Qualifications:
  • 9+ years’ experience with large complex capital/construction projects
  • OR equivalent experience.
  • OR Master's Degree in Engineering, Computer Science, Supply Chain, Construction, Data Analytics, Business, Finance or related field AND 7+ years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
  • 5+ years people management experience.
  • Bachelor's Degree in Engineering, Computer Science, Supply Chain, Construction, Data Analytics, Business, Finance or related field AND 9+ years experience (including internships) in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
    • OR Master's Degree in Engineering, Computer Science, Supply Chain, Construction, Data Analytics, Business, Finance or related field AND 7+ years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
    • OR equivalent experience.

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to, the following specialized security screenings:
  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred Qualifications:
  • Experience on large-scale mission critical construction projects - sourcing, managing, and administering contracts over USD $500M.
  • Proven contract management and contract negotiation experience, specifically in construction services.
Sourcing and Category Management M6 - The typical base pay range for this role across the U.S. is USD $124,800 - $266,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 - $292,200 per year.
