Job Description

The Department of Health and Human Services , Child Welfare Services (CWS) is recruiting for a Supervisory Social Workers to provide clinical supervision and oversight for 7-8 licensed social workers who provide Investigations (assessments of children who have been abused and neglected), In-Home services, or Out-of-Home services (Kinship and Foster Care) to children and youth throughout the developmental spectrum from ages 0 to 21.

These positions are located in the Rockville locations of Child Welfare Services. All children served by any of these units have been involved with Child Welfare due to abuse and/or neglect allegations.

Supervisory Social Workers are responsible for overseeing the day-to-day activity of social workers as it pertains to risk, safety, well-being and permanency and to collaborate with stakeholders across the region to identify and develop resources and appropriate services to achieve permanency for the children overseen by the unit. The selected candidate will also be a representative at the state and local level for issues of youth being served by either In-Home or foster care services and involved in the appropriate service planning to support permanency outcomes. The selected individual will advocate for services and train staff and the community regarding service needs and resources as well as when appropriate represent the Department at court proceedings.

The selected candidates will provide leadership to staff that will successfully engage parents, relatives, foster parents, attorneys and other professionals to ensure that children are safe and that service plans are fully implemented. The selected candidates will review and evaluate program trends, data and outcomes and service quality. Responsible for staff development, hiring, evaluation and training. Monitor compliance with Federal and State mandates as it relates to the assessment, In-Home and foster care populations.

Supervisors are expected to be involved in day-to-day operations and coach staff to effectively represent the mission of the Department. As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

These positions require the ability to attend meetings or perform work at locations outside the office. Employee must be available to work weekends, evenings, holidays and/or rotating shifts.

Employees will need to operate a motor vehicle to transport children, supplies, and equipment, to other locations to perform these duties and would require the need to lift and carry, and manage stairs with children, equipment, and supplies. Duties may involve occasional exposure to some risk of aggressive or unpredictable behavior by clientele.

Selected candidates for this position will be subject to a pre-employment medical exam, drug and alcohol screening and a criminal history records check through the Maryland State Department of Public Safety and Correctional Services. Candidates will also be checked through the Maryland Registry for Child Abuse and Neglect and federal and state sex offender registries. Any applicant who fails the medical exam, background check or whose name appears on either of the registries may be disqualified from employment for this position.

The anticipated salary range for this position is $76,394(minimum) - $99,618 (maximum).

Minimum Qualifications

Education: Possession of a Master's Degree in Social Work (MSW) from an accredited college or university that meets the criteria of a graduate social work program accredited by the Council on Social Work Education.

Experience: Four (4) years of full-time experience performing advanced journey-level social work case management duties ( see Note below ) in a public sector, health, mental health, social services, housing, or community- based services related program of which one (1) year was in a supervisory or lead capacity supervising, training, or orienting lower-level social workers, students, interns, or other staff.

Note: Qualifying social work case management includes direct case work management, such as: assessment and evaluation; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload, monitoring compliance through home calls and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan and modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services.

License:

At time of application possession and maintenance at all times:

· A license as a Licensed Certified Social Worker - Clinical (LCSW-C) by the Maryland State Board of Social Worker Examiners

· A valid Class C Driver's License from the applicant's state if residence when required for job related duties.
