Job Description

About the Position:

This position is located in the Department’s Children, Youth and Family Services.

Early Childhood Services (ECS) serves children from birth to age five with services that support families, early care and education programs, and the community. The program administers the Federally mandated Infants and Toddlers Program (ITP) in collaboration with Montgomery County Public Schools (MCPS), the County's Resource and Referral Center (R&R) as part of the statewide R&R Network for support of high-quality child care and the early education workforce, the State Infant & Early Childhood Mental Health Project (IECMH), and the County Child Care in Public Space Program (CCIPS). ECS staffs the Commission on Child Care and Early Childhood Coordinating Council (ECCC). ECS oversees several contractual services including community-based Pre-Kindergarten, home visiting, and family support.

The Manager III provides administrative oversight of Child Care Support Services to include expansion of child care seats, early childhood workforce development, coaching and consultation to child care providers, quality enhancement of child care, early care and education related consumer education, and family resources and supports. Responsibilities are guided by state grants and local initiatives requiring strategic planning, community assessment, industry studies, policy development and systems design. Position supervises staff and responsible for major state grants which include the Child Care Resource Center grant and Infant and Early Childhood Mental Health Consultation grant. Position is a key liaison within the early care and education space representing the County in national, state, and local committees as well as media events.

Major duties include:

· Strategic planning, organization, coordinating, and administer the operations of program
· Collaboration and engagement within the early care and education community
· Fiscal management of grants, contracts, and general funds
· Supervision of program managers and staff

The anticipated salary range for this position is $86,401 (minimum) – $119,670 (maximum)

Minimum Qualifications

Experience: Five (5) years of senior level policy advancement, supervision, program management or leadership experience in the field of early care and education .

Education: Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.


Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

· Bachelor’s degree in Early Childhood Education or related field (ex. child development, human development, family studies)
· Strong interpersonal to successfully navigate a wide range of partner and stakeholders with varying priorities
· Experience working with diverse and unrepresented groups that often do not have a decision-making voice
· Experience with grant writing and grant management
