About the Positions:

This position are located in the Department’s Children, Youth and Family Services, Early Childhood Services (ECS) division. ECS serves children from birth to age five with services that support families, early care and education programs, and the community. The program administers the Federally mandated Infants and Toddlers Program (ITP) in collaboration with Montgomery County Public Schools (MCPS), the County's Resource and Referral Center (R&R) as part of the statewide R&R Network for support of high-quality child care and the early education workforce, the State Infant & Early Childhood Mental Health Project (IECMH), and the County Child Care in Public Space Program (CCIPS). ECS staffs the Commission on Child Care and Early Childhood Coordinating Council (ECCC). ECS oversees several contractual services including community-based Pre-Kindergarten, home visiting, and family support.

This position will be primarily responsible for delivering MSDE approved child care training.

Other Duties Include:

· Support Training Coordinator with all professional development logistics

· Provide support to all online learning platforms

· Process course data, billings, revenue collection, and payment vouchers

· Provide high quality customer service

· Determine client eligibility for program services based on a review of application with supporting documentation program regulations and guidelines and verification of data provided by applicant

· Data collection and analysis

· Deliver MSDE approved child care training

Bilingual applicants in the Amharic/English, French/English, or Spanish/English languages are encouraged to apply. If the candidate selected for this position possesses multilingual skills, they will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text to English and vice versa.

This Program Specialist will be required to operate a motor vehicle to travel to locations throughout the county to transport materials to perform required duties, attend meetings, and administer training.

Selected candidates will be required to pass a pre-employment criminal background check.

Minimum Qualifications

Experience: One (1) year of professional experience delivering and using traditional and virtual training methods and techniques for adult learners or supporting providers with credentialing and early childhood pathways.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License/Certification:

  • Possession and maintenance of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.
  • MSDE Approved Trainer

Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas.

  • Knowledge of Maryland’s child care professional development system: COMAR and other credentials (Maryland Credential, CDA, higher education pathways, etc.).
  • Demonstrated experience using multiple technology platforms (databases, graphics, social media, communication software, online platform)
  • Bilingual Proficiency in Amharic, French, or Spanish to English and vise versa
  • Basic knowledge of accounting principles.
  • Bachelor's Degree in Early Childhood Education.
