Job Description
Summary


The Employment and Training Administration (ETA) contributes to the more efficient functioning of the U.S. labor market by providing high quality job training, employment, labor market information, and income maintenance services primarily through state and local workforce development systems.


This position is outside the bargaining unit.


This position is not 100% remote and the selected individual must report to the San Francisco Regional Office a minimum of 2 days every 2 weeks.

Help Duties


  • Provides liaison to key administrative processes and mission support services such as human resources, information technology, budget, travel, supply, contracting, training, etc. as well the office operating plan outcomes and internal performance measures.
  • Manages and coordinates the administrative functions of the executive's office Administrative Team, who are responsible for office management. Develops robust recruitment strategies; interviews and selects candidates for vacancies and initiates other personnel actions; provides advice, counsel, and instruction to individual employees on performance and administrative matters. Advises management on personnel matters including recruitment, promotions, details, reassignments, grievances, etc.
  • Participates actively with the executive and his/her key staff in significant management planning, policy and decision-making sessions. Analyzes issues, goals, and initiatives. Recommends options during exploratory and formative stages of managerial planning and policy formulation. Advises the executive and key officials on the uses and limitations of the array of available administrative management techniques and the probable consequences of possible choices and decisions. Works cooperatively with the key players to arrive at mutually acceptable corrective actions.
  • Effectively represents the Department and the Regional Office internally and externally. Plans, prepares and presents written and oral briefs on programs and services. In meetings with high-level public and private sector officials, takes actions or makes commitments, which reflect the goals, objectives, and views of the executive. Demonstrated ability to execute senior-level guidance in a fast-paced environment and accomplish strategic goals using metrics and other measures of effectiveness to track progress.
  • Advises and assists the Regional Administrator and Program Managers on strategic planning, policy, program operations, and performance accountability for the development and administration of a national workforce development system. Develops plans to convert strategic goals into action. Ensures that operating plan goals are closely tracked. Coordinates Office activities across Divisions and Offices throughout ETA.
  • Develop ways to resolve problems or cope with issues, which directly affect the accomplishment of principal program goals and objectives.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:


Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.


Notification Concerning COVID-19 Vaccinations. Qualifications


Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-13.


Specialized experience is defined as experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


Examples of Specialized Experience for this position are listed below (Applicants must meet 5 of the 7 bullets below to qualify):


  • Experience communicating effectively in oral and written presentations to officials, staff, and the general public;
  • Experience working collaboratively and maintaining cooperative relationships with officials in Federal, state, or local government agencies and public entities;
  • Experience developing correspondence, reports, briefings, and technical guidance.
  • Experience advising an executive on management or administrative matters, often of a confidential nature;
  • Experience managing complex programs and activities and communicating program requirements to others;
  • Experience setting goals, managing projects, tracking progress and evaluating outcomes;
  • Experience identifying issues, determining possible solutions, making recommendations, and implementing changes;
