Job Description

MassHealth is seeking dynamic community focused professionals for the role of Member Outreach and Education Specialist. The Member Outreach and Education Specialist will be responsible for developing outreach strategies and implementing activities related to MassHealth operations and processes.


The Member Outreach and Education Specialist is skilled in working with diverse communities and vulnerable populations. Responsible for conducting outreach in their assigned region, maintaining a broad and open communications, providing education and networking opportunities, conducting targeted technical assistance, and conducting needs assessments. The responsibilities of the position at times will evolve based on new opportunities and emerging agency and community needs. The person in this position supports healthcare needs within communities and statewide, identifies priority needs, and develops efforts to address the needs. Evaluates current activities and programs and make recommendations for revisions. Participates in collaborative multi-program local, state, and regional initiatives. Facilitates and maintains essential internal and external relationships working with a network of providers and community leaders in their region, as well as many state, and regional partners.


Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Work on a wide variety of MassHealth special projects including cross-agency training efforts.
  • Provide trainings on various topics impacting MassHealth members on MassHealth programs, policies, systems, and procedures to external stakeholders, providers, and community organization partners.
  • Be knowledgeable and keep current in the following areas: MassHealth (ACA, Traditional, and LTSS regulations), Health Connector and Health Safety Net Policies and Systems, and Certified Application Counselor programs.
  • Assist with development and implementation of online training.
  • Supporting the use of social media and internal strategies.
  • Develop tailored customized presentations for specific target audiences, as needed.
  • Other duties as assigned.
  • Act as MassHealth liaison at community events, coalition meetings, etc.
  • Knowledgeable in community development to create strategies engaging diverse communities in designated regions.
  • Conducts outreach in public and community settings in order to raise awareness of MassHealth programs, policy, and events.
  • Translate complex and comprehensive policies, procedures, and systems into simple, understandable training materials.
  • Design, analyze, and report out as needed.
  • Assist in promoting and organizing community events; be available off-hours to participate and support community or enrollment events.
  • Develop training materials and all collaborative materials (such as desk guides, PowerPoints, etc) for external stakeholders.

Preferred Qualifications:

  • Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
  • Capacity to exercise sound judgement.
  • Demonstrated proficiency in Microsoft Office applications: Word, PowerPoint, Excel, Outlook; prepare and use charts, graphs, and tables.
  • Knowledgeable about Massachusetts health care system, MassHealth, and the network of community-based organizations.
  • Demonstrated commitment to establishing supportive working relationships through effective communication; the ability to engage and value the input of diverse partners.
  • Eagerness for learning new things. Comfort with changing environments. Comfort with adapting work when faced with either new opportunities or challenges.
  • Comfortable with public speaking and acting as a spokesperson for a unit of state government.
  • Good meeting and group facilitation skills.
  • Excellent organizational skills and attention to detail.
  • Understanding of social determinants of health, commitment to racial equity, and the design and delivery of culturally appropriate and equitable services.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
