State Fleet Manager
Job Location: This position will be located at 301 W High Street, Jefferson City, Missouri
Why you’ll love this position:
This position will serve as the State Fleet Manager within the Office of Administration, Division of General Services. The State Fleet Management program coordinates fleet management activities and reports the status of the state vehicle fleet to the General Assembly and the Governor annually.
What you’ll do:
- Develop cost, revenue, and cost savings projections;
- Lead strategic fleet initiatives as directed.
- Administer a state fleet information system:
- Research and analyze detailed statistical data;
- Utilize computer skills to develop fleet analysis;
- Identify and report performance measures;
- Investigate and determine industry best practices;
- Evaluate existing operations;
- Report annually to the General Assembly and Governor the status of the state vehicle fleet and any recommendations for improvements and changes necessary for more efficient management of the fleet;
- Administer and maintain the state’s Trip Optimizer tool, which helps ensure cost effectiveness of state team member travel.
- Initiate cost savings measures.
- Oversee and recommend changes to the Statewide Preventative Maintenance Schedule.
- Review and make recommendations for state agency vehicle purchase requests.
- Analyze operational data, explore opportunities to increase efficiency of the operation;
- Review agency compliance with established policies, guidelines and laws;
- Administer the comprehensive state fleet management program for the State of Missouri;
- Plan, direct, and oversee fleet management practices of all state-owned vehicles;
- Establish policy for the operation and replacement of all state-owned vehicles;
- Monitor and comply with legislation affecting the state vehicle fleet;
- Review agency compliance with established policies, guidelines and laws;
- Review and make recommendations for state agency vehicle purchase requests.
- Establish policy for the operation and replacement of all state-owned vehicles;
- Assist in training agency fleet managers as needed.
- Provide managerial oversight of the OA Carpool and the OA Vehicle Maintenance facility:
- Managerial oversight of approximately 8 team members and direct supervision of 2 positions.
- Participate in the development of budget requests and the monitoring of expenditures according to budget allocation/appropriations and recommends and/or initiates cost savings measure;
- Follow and make recommended changes to policies and procedures with regard to Fleet Management
- Analyze operational data, explore opportunities to increase efficiency of the operation;
- Oversee and recommend changes to the Statewide Preventative Maintenance Schedule.

- Establish annual fee charged to agencies;
- Oversee appropriate agency credit allocation and revenue generated from the sales of state-owned vehicles;

Preferred Knowledge and Skills:
- Background in using data analytics to support decision-making
- Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
- Knowledge of or prior experience in strategic planning
- Strong background in project management and successful project implementations
- Strong leadership and communication skills
- Action-oriented and superior organizational abilities
Required Qualifications:
- At least 5 years of relevant experience and 2 years of supervisory experience
- Ability to establish and maintain effective working relationships at all levels of the organization, with associates, agency staff and vendors
- Ability to manage change and stay abreast industry trends and best practices
- Ability to develop short and long range plans that ensure the successful delivery of services at costs below market
- Knowledge of general vehicle characteristics, ability to research and analyze detailed specifications and information
- Intermediate knowledge of state government organization and management
