POSITION DUTIES

This position will serve as the Specialist for Neglected and Delinquent Programs in the Office of Teaching and Learning, Title I Programs. The purpose of this position is to serve as a technical program expert responsible for co-administering, managing, coordinating, and evaluating the Title I, Part D, Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk. Title I, Part D positions aim to improve educational services for children and youth in local and State institutions for neglected or delinquent children and youth, so students can meet the same challenging State academic content and State student achievement standards that all children in the State are expected to meet.

The Specialist for Neglected and Delinquent Programs provides technical assistance to local education agencies (LEAs) regarding adherence to requirements of the Every Student Succeeds Act (ESSA) Title I, Part D Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk and for the ongoing design, development implementation and evaluation of these programs, to improve the teaching and learning of disadvantaged children. This position also provides leadership and support to LEAs and State agencies implementing Title I, Part A and Title I, Part D and providing support for the design and development of processes and materials to support the activities of the Title I Office.


This specialist will support LEAs and State agencies ensuring compliance of Federal and State programs, MSDE’s goals and initiatives, public education, school improvement, research and practices, staff development and training related to implementing educational programs for disadvantaged children and their families.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to Title I, Part D, Title I, Part A, or At-risk, Neglected or Delinquent children and youth.

Notes:
1. Candidates may substitute a Bachelor’s Degree with 6 years of the specified content experience to satisfy the Minimum Qualifications noted above.

2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office Human Resources.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience managing the requirements of the Every Student Succeeds Act (ESSA)
  • Experience with managing Title I or other federally funded grant programs
  • Experience with the design and development of the process and materials to support the supplemental education process for at-risk children and youth, and the state and federal guidelines and compliance

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
