Main Purpose of Job
The Coordinator, Office of School Improvement and Supports is responsible for providing evidence- and outcomes-based support to the central administration and coordination of Title I, Part A – Supporting Basic Programs Operated by Local Education Agencies - at the Maryland State Department of Education (MSDE). The Coordinator provides service level-based customer service and assistance in the development and implementation of a state-wide system of support to local education agencies (LEAs) and private agencies to ensure that economically disadvantaged students receive a fair, equitable, and high-quality education. Specifically, this position will support LEAs in operationalizing and deploying comprehensive policies and practices that provide high-quality instruction, support, and services to students to accelerate learning, especially for those who have been historically underserved to improve the performance of its lowest performance schools to ensure success for every student; and in support of the MSDE’s implementation of the multiyear strategic plan and the Blueprint for Maryland’s Future.
POSITION DUTIES
  • Researches and compiles best practices for school improvement and comprehensive school reform.
  • Conducts and documents mandatory LEA visits for specific purposes.
  • Provides year-round professional learning to schools and LEAs on school improvement, comprehensive school reform, and in the interpretation of the Every Student Succeeds Act (ESSA).
  • Assists in the development and review of guidelines, regulations, and information publications
  • Leads the design and development of processes and materials to support the activities related to CSI Schools to ensure quality instructional practices and compliance.
  • Provides evidence and outcomes-based school improvement and support implementation coordination for Low Performing Schools – Comprehensive Support and Improvement (CSI) Schools.
  • Provides coordination in year-long school improvement plans.
  • Ensures that LEAs maintain programmatic and fiscal compliance with funds spend on improving low performing schools.
  • Supports CSI schools as they develop their CSI intervention plans and budgets.
  • Monitors and recommends for approval school improvement grant activities.
  • Provides expertise on the latest trends and practices in educational reform and resource information.
  • Writes reports and position papers related to comprehensive planning, evidence-based school improvement, and Title I.
  • Provides information on evidence-based programs to improve student performance to the central office.
  • Administers timely written feedback to the school and central office staff following a monitoring session.
Minimum Qualifications
Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.
Experience: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to School Improvement or Title I, Part A.

  • The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  • Candidates may substitute a Bachelor’s Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above.
  • Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
Desired Or Preferred Qualifications
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Experience managing the requirements of the Every Student Succeeds Act (ESSA)
  • Experience with the design and development of the process and materials to support the School Improvement process and the state and federal guidelines and compliance
  • Experience with managing Title I or other federally funded grant programs
