POSITION DUTIES
This recruitment is for two Specialist positions in the Office of College and Career Pathways (OCCP). The Specialists will provide leadership, coordination, grants management, compliance monitoring and technical assistance to local educational agencies (LEAs) and community colleges within an assigned region of the State for planning, developing, evaluating and improving career and technical education (CTE) programs.
Responsibilities include:
- Serve as the primary CTE point of contact for an assigned region of the state.
- Provide support in adhering to federal and state requirements.
- Develop templates, processes, websites, requirements, and training required to facilitate the distribution, monitoring, and evaluation of grants administered by OCCP.
- Develop and implement capacity building resources and experiences associated with grant management.
- Support the development of statewide plans and reports to meet federal and state requirements.
- Support the development and facilitation of CTE meetings for local directors and postsecondary Perkins points of contact.
- Provide technical assistance to LEAs, community colleges, and state operated programs in the development of long-range and annual CTE plans.
- Support the evaluation of CTE programs.
- Serve as a liaison for the planning and renovation of school facilities to reflect the needs of CTE programs.
- Serve as the liaison with the Maryland Higher Education Commission (MHEC) for CTE programming.
- Support the identification, collection, review, and communication of data and research to inform the continuous improvement of CTE.
- Coordinate and/or facilitate professional leaning opportunities.
- Lead state advisory groups associated with career cluster(s) to inform improvements and garner support for programs of study within the career cluster(s).
- Participate in monitoring visits and grant reviews.
- Write grants, requests for quotes (RFQs), and request for proposals (RFPs).
MINIMUM QUALIFICATIONS
Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.
Experience: Four years of administrative or teaching experience in, or affiliated with, an education program; including two years of experience in coordinating or administering an education program or service directly related to Career and Technical Education.
Notes:
1. Candidates may substitute a Bachelor’s Degree with 6 years of the specified content experience to satisfy the Minimum Qualifications noted above.
2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Experience in Grant Management
- Knowledge of laws, regulations, policies and issues impacting career and technical education.
- Proficient in Smartsheet software
- Knowledge of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), and Maryland Methods of Administration Plan
- Experience preparing documents, correspondences and presentations
- Work experience providing technical assistance to customers of diverse backgrounds
