Job Description
And Duties


Under the general supervision of the Information Technology Supervisor II, the Information Technology Specialist (ITS) I will work at the technical specialist level to provide technical support to the Department's projects that involve application development utilizing Java, .net, Oracle, and Microsoft Structured Query Language Server Database. The ITS I will provide maintenance and support for multiple applications and serves as a lead technical analyst on critical applications including commercial off the shelf software and software as a service. The ITS I will perform programming analysis, design, and evaluate complex data processing problems or systems. The ITS I will assist and support less experienced staff in the performance of their duties, assist management in project planning, and acts as the technical project leader providing consultation, leadership, and expertise related to activities required to ensure the proper development, implementation, and maintenance of those applications.


This is a 12 month limited term position, but may be extended to a maximum of 24 months and/or may become a permanent position based upon operational needs.

Working Conditions

Desirable Qualifications


In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Experience in Commercial of the Shelf and Software as a Service implementation - including working with vendors, requirement analysis, Gap analysis, configuration, personalization, customization and maintenance.
  • Experience in software testing, JUnit testing.
  • Implementing SDLC methodologies including Waterfall and Agile.
  • Experience in maintaining and/or working with database systems, such as, MS SQL, Oracle, MySQL, etc..
  • Strong relationship management skills, enthusiastic & self-driven, with a high degree of commitment.
  • Involvement in Spring planning, estimations, dividing stories into tasks and track issues using JIRA.
  • Maintaining/Tuning database objects like tables/views/ Stored Procedures/Functions/Triggers.
  • Experience in writing or providing input to technical documentation.
  • Experience in using version control systems, such as, Tortoise SVN, Bitbucket.
  • Good communication skills and team player spirit.
  • Experience in developing applications using web/application servers, such as, JBoss, Tomcat, IIS, etc..
  • Ability to conduct problem analysis and provide alternative solutions.
  • Strong programming skills in designing and implementation of multi-tier applications using Java, J2EE, JDBC, JSP, Structs/Spring, Hibernate, Ant/Maven, Jenkins, EJB, Servlets, JavBeans, C#, ASP.Net, Visual Studio, .Net Framework, MVC, HTML, JavaScript, jQuery, Ajax, XML, CSS, JasperReports, SQL Server Reporting Services, Crystal Reports and others as defined by management.
