Job Description
Under general direction, with wide latitude for the exercise of independent initiative and judgment, supervise and lead the Small Purchasing unit of the Staten Island Ferry. Working closely with senior management, project managers, supervisors, and staff, the candidate will direct, supervise, and lead Ferry purchasing staff in the performance of complex work in the preparation and administration of the purchasing of goods, services, and construction for the Ferry Division. Performs related work.

EXAMPLES OF TYPICAL TASKS:
Tasks shall include, but not be limited to: preparing overall work schedules and work flow; overseeing and managing pre-solicitation review activities; evaluating solicitation documents and working with program/user personnel to ensure that user needs are satisfied in a timely, cost effective manner and that technical specifications are in compliance with applicable regulations and are clearly understood by vendors and contractors; reviewing and approving specifications before bidding, to ensure conformity to the Agency's and Division's requirements and federal/state/city mandates; coordinating with ACCO and other purchasing oversight entities for recommendations for awards, modifications, emergency purchases and extensions of time on purchase orders; supervising the review of specifications by users in order to determine the most cost effective way of obtaining the required items; preparing and supervising the preparation of requisitions and receiving reports; reviewing, tracking, and recording vendor payments, and tracing unpaid invoices; reviewing work of subordinates for effectiveness, efficiency and compliance with established rules and guidelines; advising senior management and other superiors on buying policies and directives from the ACCO’s Office and from the Mayor’s Office of Contract Services; conferring with, consulting and advising department heads on problems relating to the procurement of goods, services and construction; interfacing and troubleshooting with the Agency’s Accounts Payable division with regards to vendor payment and reimbursement issues; managing investigations pertaining to vendor responsibility decisions, vendor performance and product performance; maintaining electronic and paper records; preparing correspondence and responding to vendor inquires; and other related work to that described above.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Preferred Skills

1. Ability to work with large amounts of data in fast-paced, in deadline-driven environments.
2. Strong analytical quantities, research, and communication skills.
3. Working knowledge of NYC PPB Rules, especially those related to Small Purchases.
4. Proficiency in Microsoft Excel and Access. Experience with FMS2/3 and PASSPort.
