Job Description
Summary:
Under minimal supervision and acting with a high degree of independence, performs full scope of activities associated with recruiting, sourcing, and hiring staff. Develops and applies creative sourcing techniques to identify highly qualified candidates. Coaches and trains hiring managers on recruitment strategies and trends. Establishes and manages relationships with a variety of potential recruiting resources and agencies. Develops recruiting campaign strategies and manages relationships with a variety of media outlets. Reviews and evaluates applicant’s work history, education, training, and other qualifications. Conducts telephone and in person interviews with qualified candidates, informing them of job duties and responsibilities, compensation and benefits programs, work schedule and conditions, career advancement opportunities, etc. Recommends successful candidates for further interviews and notifies candidates of consideration or rejection. Completes verification of employment history, education, and references. Works with Administrative Officers and Compensation staff to prepare, extend and negotiate job offers. Prepares and authorizes appropriate paperwork. Conducts new hire orientations. Provides leadership to recruiters and HR staff supporting the recruiting function.
Applies in-depth professional level knowledge to independently solve a full range of complex problems. Assignments are broadly defined and require judgment and creativity to complete. Brings industry-level expertise to function, and recommends changes to remain up-to-date or competitive.

ESSENTIAL JOB DUTIES:
1. Independently performs the full cycle of activities associated with recruiting, sourcing and hiring of staff. Develops and implements comprehensive recruiting strategies to recruit and hire new employees, including sourcing candidates, reviewing qualifications, interviewing candidates, referring to hiring managers, and orienting new hires.
2. Participates in development of recruiting plans. Partners with Manager, Recruiting to ensure that diversity talent acquisition strategies are met.
3. Acts as internal staff consultant for employees and management on employment matters. Develops and presents recruiting and hiring training workshops to managers and supervisors (e.g., interviewing techniques). Coaches hiring managers and others involved in the recruitment process and keeps them apprised of recruitment trends affecting the area of expertise.
4. Provides hiring recommendations. In collaboration with leadership, hiring managers, and compensation staff, leads negotiations and presents offers of employment to selected candidates.
5. Serves as primary point of contact, communicating with applicants and candidates from initial application to fulfillment of job. Provides feedback on applicants and candidates to managers and supervisors and ensures timely coordination of candidate movement throughout the recruitment process.
6. Leverages recruiting resources such as the internet, internal applicant management system, professional organizations and community associations to identify, recruit and source candidates for positions. Proactively and continually sources, develops, and maintains an effective pipeline and network of talent.
7. Sources candidates using a variety of methods including target recruiting, diversity recruiting, and Internet recruiting. Attends professional and collegiate job fairs. Determines the necessity of advertising needs.
8. Writes and enhances position vacancy announcements in order to tailor them to the needs of the applicable search market and the needs of the unit.
9. Provides guidance and advice to recruiters and HR staff supporting the recruiting function. Mentors staff.
10. Develops effective working relationships with professional recruitment agencies, government agencies, college placement centers, and related organizations. Develops and maintains an effective recruitment advertising program with various media outlets.
11. Assists displaced employees with internal job searches.
12. Conducts and designs new employee orientation and other outreach sessions.
13. Updates and maintains information in applicant tracking system In Workday.
14. Maintains and further develops knowledge in areas of compensation, benefits, equal employment opportunity, and policies and procedures. Keeps abreast of new developments in human resources.
15. Maintains an appropriate standard of confidentiality. When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others. Accesses confidential information for work-related reasons only, following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance.

JOB SPECIFICATIONS
Required Knowledge, Skills, and Abilities: An expert level of knowledge in full life cycle recruiting components including, but not limited to, sourcing, qualifying, and assessing candidates as well as managing relationships and ensuring legal compliance. General knowledge of other areas of HR, such as benefits and compensation. Comprehensive knowledge of local and national employment markets and trends, and knowledge in areas of supplemental staffing that may be used to augment the organization’s workforce. Knowledge of U.S. immigration laws and regulations. Ability to handle sensitive and confidential information appropriately. Ability to operate independently, and exercise appreciable latitude for independent judgment, discretion, and action, while also operating as a member of a team. Experience working in complex environments with a high degree of organizational effectiveness and human relations skills. Strong analytical, organization, problem solving, and presentation skills. Strong initiative and solid judgment abilities/skills. Ability to develop relationships with co-workers and employees in other departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees.
Minimum Education/Training Requirements: Bachelor’s Degree in Human Resources or related field, or equivalent knowledge.
Minimum Experience: Six years of related professional experience in Human Resources.
Physical Capabilities: Ability to work at a computer for extended periods of time. Ability to travel to recruitment events.
Required Licenses, Certification or Registration: None.
Supervisory Responsibilities/Controls: Reports to Manager, Recruiting. General direction is provided.
Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies’ facilities and to off-site meeting/sponsor locations.
