Job Description

Senior Operations Manager

This role will work onsite daily, this is not a hybrid or remote position.


Basic Functions:

The Senior OPS Manager will work with the GM and the Assistant GM to facilitate practices, objectives, that will provide an employee oriented, high-performance culture that emphasizes quality, productivity, ABC Board goal attainment, and recruitment with the ongoing development of a superior work force and superior store operation. This role is also responsible for the physical plant maintenance and proactive store inspections to ensure compliance with all NC Commission guidelines related to store operations. Serves as an advisor to the GM and AGM. The Senior Operations Manager directly supervises the Retail and MXB Operations Managers, Inventory/Operations Manager and Warehouse/Logistics Manager. Assist in overall store operations, guidelines, provides oversight to contract law enforcement and liaise with Greensboro Police Department ALE division.

Major Responsibilities:

Inventory: Assists Inventory/Operations Manager in monitoring sales and inventory to order liquor for the warehouse on a weekly basis. Determines when to “buy up” and “drop down” inventories bases on monthly and quarterly price fluctuations. Works with Inventory/Operations Manager and Warehouse/Logistics Manager to conduct semi-monthly and monthly inventories. Reconciles inventory variances and informs security personnel of shoplifting and other inventory discrepancies. Coordinates with Warehouse/Logistics Manager on efficient delivery and receipt of liquor. Initiates store orders and updates sales in absence of Inventory/Operations Manager to include both store receipts and warehouse receipts. Places Special Orders with the NCABC Commission for both retail and mixed beverage customers. Ensures Shelf Management in stores are updated on a quarterly basis.

Facilities and Equipment: Coordinates with store and warehouse personnel on issues involving repairs and maintenance of buildings. Verifies repair invoices for Deputy Finance Officer to print checks. Assist CEO in monitoring leases to include CAM, renewals, and maintenance responsibilities. Coordinates with warehouse on maintenance of delivery trucks. Coordinates with computer vendor on repair/maintenance of hardware and software for registers, workstations, etc.

Personnel: Keeps GM, Assistant GM, and HR Director informed of any issues with personnel performances related to sales, inventory, maintenance, or Greensboro ABC Board Policies. Assist HR Director in evaluating personnel for hiring, promotions, reassignment, and dismissal. Instrumental in the development and administration of programs, procedures, and guidelines to help align the workforce with strategic goals of the Board. Create programs to train employees on Alcohol Laws and Regulations or any program deemed necessary to improve work performance.


Training: Responsible for researching, developing, implementing and conducting community-oriented alcohol education and training programs throughout the county to various audiences, primarily patron-population, students, consumers, permittees and ABC store employees. Develops and conducts training seminars for the purpose of introducing procedures for Greensboro ABC Board policies, shoplifting, robberies, and other safety or legal concerns. Training, implementation, and revisions regarding Greensboro Disaster Plan to all staff. Facilitates training for newly hired staff and yearly training for all staff regarding policies, customer service, and giving specific attention to legal sales. Conducts responsible sales and serve training for all ABC Store employee and permittees to facilitate overall understanding and compliance with alcohol laws and regulations.

Law Enforcement: Provides direct oversight and supervision of all contracted law enforcement as outlined in 18B-502 (f), along with scheduling contracted ABC Officers duties as it pertains to permittee inspections, law enforcement reports, and scheduling of off-duty law enforcement. Reviews in-store camera systems and works with local law enforcement to prosecute if needed. Maintains accurate log of all permittees and pertinent information regarding violations, warnings, and inspections on each establishment. Completes a monthly Law Enforcement Report, which is given to the Board, NC ABC Commission, and the City Clerk.

General: Assists GM and Assistant GM in preparing bids for major repairs and renovations of facilities. Prepare bids for the purchase of paper bags and other items purchased in bulk. Perform duties of the General Manager in his/her absence, and other such duties shall be delegated by the General Manager or the Board.

Job Qualifications: Education and experience:

Minimum requirement is a bachelor’s degree in business with a minimum of 8 years’ experience in management or related field.

Additional requirements include: Comprehensive knowledge of Chapter 18B of the NC General Statutes; State’s Administration and Procedure Act, Chapter 150; NC ABC Rules and Regulations; and ABC Board Policies, Rules, and Regulations. Must possess the ability to establish and maintain effective working relationships with other employees and to deal effectively and courteously with the general public.

Skills:

Computer Knowledge – Specialized: Must have advanced level of proficiency with computer and computer software to include Navision, Microsoft Excel, Microsoft Word, PowerPoint, and internet.

Writing – Must have advanced skills in writing and be able to write correspondence clearly and precisely to communicate with management, NC ABC Commission, employees, board members and the public. Must possess the ability to write reports, business correspondence, and procedure manuals.


Organizational Skills: Must possess excellent organizational skills and pay meticulous attention to details. Must be capable of multi-tasking and handling several projects simultaneously. Must be able to work independently.

Reading Comprehension: Must be able to read and understand Greensboro ABC Guidelines, State, and local guidelines, as well as North Carolina ABC laws/rules and policies at an advanced level and possess the ability to explain the laws to others.

Verbal: Ability to effectively present information and respond to questions from the Board, group of managers, employees, industry and/or community representatives, customers, and the general public.

Confidentiality: Must maintain high level of confidentiality and follow Greensboro ABC Board Employee Manual Policy.

Work Schedule:

Monday through Friday, working a 40-hour week or as deemed necessary by the CEO. Willingness to work irregular hours or amend work schedule on an as needed basis

Travel:

Travel to ABC Store locations, Warehouse, Training, NC ABC Commission, Conferences, or other locations as required.

On Call Status:

Will be on call for ALL emergencies after hours or other store/staff needs.
