Job Description

Summary

Save the Children’s U.S. Programs (USP) division is committed to ensuring that all children in rural America have a healthy, strong foundation to thrive as learners and in life. We operate Head Start (HS) and Early Head Start (EHS) programs in five (5) states serving children and families in rural communities. Save the Children is seeking a Senior Advisor, Head Start Human Resources. In this role, you will oversee a complex range of administrative functions related to human resource management, implementation of policies and procedures, employee relations, and performance management for a portfolio of programs across multiple states. You will be responsible for supervising and backstopping HR Managers, providing support to program management, and leading and/or executing projects, assessments, and audits.


Human Resources Management (40%)

  • Supervise and provide tactical direction to HS HR managers, setting goals, overseeing deliverables, and ensuring HR practices are implemented with quality
  • Coordinates with program leadership and HS Talent Attraction and Acquisition team to align needs with recruitment efforts
  • Train, develop, coach, lead, and supervise staff, clearly communicating organization, division and department priorities, and how their work contributes to our mission, ensuring that the working environment continually fosters diversity, inclusion, and belonging – supporting Save the Children values
  • Lead HR projects of varying complexity across multiple HS programs; developing project plans, executing and delegating tasks, and ensuring projects are completed on time
  • Serve as a backstop in the extended absence of local HR Manager(s)
  • Assists with the planning, and oversees the execution of, annual furloughs, cost of living increases, promotions, reductions-in-force, and employee off-boarding

Policy and Compliance (30%)

  • Oversee the creation, maintenance, protection, and regular auditing of personnel files in accordance with Save the Children standards, Office of Head Start (OHS) and state childcare licensing requirements, and applicable employment laws
  • Contribute to the regular upkeep of the HS Employee Handbook and other applicable policies and procedures
  • Ensure compliance with Agency, State and Program-wide policies, labor codes and standards, and HS Program Performance Standards
  • Work with program leadership and local HS HR Managers to prepare various personnel and compliance reports
  • Advise on complex matters in accordance with policies and procedures, consulting with legal, payroll, finance and HR advisory staff as needed
  • Ensure proper practices are used in managing short term disability, workers’ compensation, vaccine exemption protocols, and management of other employee health related matters

Employee Relations and Performance Management (30%)

  • Partners with program leaders and people managers; conducting routine meetings, consulting on management matters, and providing HR guidance when appropriate
  • Collaborates with the Employee Relations team to conduct effective, thorough and objective investigations
  • Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions)
  • Collaborates with Employee Experience team to monitor and support completion of onboarding and compliance curriculum
  • Manages and resolves complex employee relations issues related to misconduct, performance, conflict, and policy violations
  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention
  • Supports the quality and completion of annual employee reviews
  • Develops HS-specific HR training programs and teaches courses throughout the year and at pre-service

Required Qualifications

  • Working knowledge of multiple human resource disciplines, including compensation practices, employee relations, diversity, performance management, and federal and state respective employment laws
  • Willingness to travel up to 25%; ability to drive a fleet or rental vehicle for Save the Children business travel
  • Experience working directly with management in an advisory capacity
  • Strong analytical and problem-solving skills
  • Minimum of a Bachelor Degree or equivalent experience, plus at least 7 years of relevant experience
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Ability to acquire a thorough understanding of the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors
  • Professional proficiency in spoken and written English
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging
  • Professional proficiency in MS Office suite
  • Demonstrated organizational skills and attention to detail
  • Effective time management skills with a proven ability to meet deadlines

Preferred Qualifications

  • Experience working with Head Start, childcare, or other early education entity
  • Experience leading or working on projects, audits or assessments
  • Experience managing or supervising others

Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:

  • Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $108,800 – $121,600 base salary
  • Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $98,600 – $110,200 base salary
  • Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $88,400 – $98,800 base salary

Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location. Employee may be eligible for an incentive program. Save the Children also offers paid vacation, accrued at least 12 days a year, depending on paygrade and length of service, paid safety and wellness leave of at least 1 day per month worked for a full time employee which is pro rata reduced for employees working less than a full time schedule, and at least 10 paid holidays a year. Employees may be eligible for additional bonus compensation.
