Job Description
Title: School Business Official (Shared position between the Marcus Meriden Cleghorn and Remsen Union School Districts)\ Qualifications:\ \ 1. Bachelors Degree in Finance, Business Management, and/or Accounting.\ 2. Certified Public Accountant or Advance Degree in Accounting preferred. 3. A minimum of three years of experience in one of the fields.\ 3. Excellent oral and written communication skills, strong analytical ability, high degree of organizational skills, and demonstrated proficiency in computer spreadsheet applications.\ 4. Ability to maintain confidentiality.\ 5. Such alternatives to the above qualifications as the Superintendent and/or Board may find appropriate and acceptable.\ \ Reports to: Superintendent and Board of Education\ \ Supervises:\ \ Job Goal: To administer the business affairs of the District in such a way as to provide the best possible education services with the financial resources available.\ \ SCHOOL BUSINESS OFFICIAL:\ 1. Establishes and supervises the financial affairs of the district, including the handling of all funds, accounting, and reporting procedures in accordance with the Uniform Financial Accounting System for Iowa School Districts.\ 2. Develops District financial projections for the purpose of assisting in the development of priorities and long-range financial goals for the District.\ 3. Complete all the necessary certified budget forms and prepare the line item budget.\ 4. Assists the Board of Education and the Superintendent through interpretation of the financial position of the district for the purpose of determining guidelines for the most effective use of public funds.\ 5. Administers and evaluates the Districts budget development process and management.\ 6. Prepares financial reports as required by state and federal agencies having jurisdiction over public school funds.\ 7. Prepare monthly Board financial reports\ 8. Administer the projecting of revenues and expenditures, the preparation of prospectus for bond sales, management of the investment portfolio, and related functions for the purposes of construction management.\ 9. Maintains district record of contracts, expenditures, and revenue for construction projects.\ 10. Consistently monitor the progress of the construction projects.\ 11. Report to the board periodically on the balance of funds to complete the project along with approval of any change orders\ 12. Responsible for the preparation of the annual budget and adoption of taxes and any amendments thereof as specified by the Code of Iowa under the direction of the Superintendent.\ 13. Compiles necessary statistical data for the preparation of the fiscal budget.\ 14. Assumes responsibility for accounting procedures adequate to properly code and record all money and credit transactions.\ 15. Enter journal entries prepared by business office personnel\ 16. Provide monthly bank reconciliations with district fund records\ 17. Recommends and implements new accounting methods as desirable and necessary and as required by state/federal regulations.\ 18. Administers the entire payroll process - one monthly payroll for MMC and RU\ A. Monthly payment of federal, state, IPERS, 403(b) withholdings\ B. Prepare all reporting forms and required reports for state and federal agencies\ C. Prepare W-2, 1094, 1095, and 1099 forms and required reports to state and federal agencies\ D. Calculate the Teacher Salary Supplements and extra pay stipends\ E. Calculates the contracts and work assignments\ F. Maintain records of teacher salaries and extra-curricular assignments.\ 19. Formulates data processing procedures to provide management information, evaluation techniques, and long-range forecasts.\ 20. Supervises the collection, safekeeping, and distribution of all District funds.\ 21. Supervises the Accounts Payable process\ 22. Approves all vouchers authorizing District expenditures\ 23. Code all deposited funds and post to the financial accoun ing system\ 24. Coordinate investments\ 25. Administers the Districts purchasing program in compliance with District policies and state guidelines.\ 26. Manages the Districts insurance programs.\ 27. Maintain an inventory of all items owned by the district with an initial cost of \$5,000+ and update a depreciation schedule for these items each year for the CAR and auditors\ 28. Responsible for the preparation of documents and information for negotiation purposes, as a member of the Districts negotiating team.\ 29. Provides and/or facilitates in-service training for business office personnel and building secretaries.\ 30. Coordinate with the auditors for the annual audit and prepare RFPs for auditors every five years\ 31. Prepare all necessary monthly, quarterly, and annual reports as may be required such as: Certified Annual Report, Special Education Supplement, Transportation Report, Dropout Prevention, Title I, Budget Certification and miscellaneous grant reports\ 32. Administer Tuition\ A. Oversee the open enrollment listing and approve district payments\ B. Maintain listing of special education students and work with AEA personnel to determine the special needs student identification and weighting for the additional weighted count each fall\ C. Maintain information to do the necessary billings to other districts/institutions for: open enrollment students, special education students, tuition students, supplemental weighting\ 33. Ensure that historical documents are stored and filed adequately for easy retrieval and for safety of the information\ 34. Facilitate the mandatory publication of necessary information in the newspaper\ 35. Prepare and publish annual report of earnings in local newspaper\ 36. Serve as a resource for staff when questions arise regarding insurance, master contracts, retirement procedures, IPERS\ 37. Participate in professional organizations which enhance the Board Secretarys/Human Resource Directors performance on the job\ 38. Other duties as assigned
