Position Description


General Transportation Tech I

Performs routine transportation operations or maintenance support work such as: roadway maintenance and repair; light and heavy equipment operation; preventive and minor maintenance on equipment; traffic control; and helping the public during emergency situations. Work requires contact with private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

General Transportation Tech II

Performs moderately complex transportation operations or maintenance support work such as: construction, contract maintenance, and material and process inspections; roadway maintenance and repair; light and heavy equipment operation; preventive and minor maintenance on equipment; traffic control; and helping the public during emergency situations. Work requires contact with private entities. Employees at this level perform wok independently on assignments; however, all unusual issues are referred to the supervisor.


Essential Duties:

The essential duties for General Transportation Tech I include:

  • Maintains highways and rights-of-way; performs roadway repairs; erects and repairs guardrails, highway markers and signs; hauls materials and equipment to job sites.
  • Performs other job responsibilities as assigned.
  • Sands or cleans bridges and roads, posts warning signs, helps the public and performs other work as directed during emergency situations such as floods, tornadoes, hurricanes, snowstorms, accidents and hazardous material spills.
  • Operates heavy equipment such as a front-end loader-one and a half cubic yards or more, tractort railer haul truck, large dragline, shovel, paint striper and dump truck.
  • Assists in identifying, repairing and installing signs, delineators, mailbox supports and posts; performs basic welding as needed; as required uses/moves equipment/tools, materials and products related to these activities.
  • Assists with inspecting maintenance contract construction methods and workmanship to ensure contractors build and maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications.
  • Operates complex heavy equipment such as a motor grader, large gradall, heavy bulldozer, crane, herbicide truck, heavy asphalt paving machine, self-propelled asphalt distributor and profiling/milling machine.
  • Assists with traffic control; places and gathers cones, warning signs and barricades; flags traffic.
  • Operates light equipment such as a front-end loader-one and a quarter cubic yards or less, pneumatic roller, rotary broom, spreader box, backhoe, street sweeper and mower.
  • Move/picks up litter and roadway debris.
  • Assists in providing support to local law enforcement officials at accident sites; assists stranded motorists as required.
  • Performs preventive maintenance inspections (PMI), routine servicing and minor repairs on equipment and completes various required reports including time-keeping, equipment forms, inventory, accident forms and PMI.
  • Mows right-of-way and picnic and rest areas; performs plant and landscape maintenance including trimming trees and brush.

In addition to the above, essential duties for General Transportation Tech II include:

  • Maintains highways and rights-of-way; performs highly skilled roadway repairs; erects and repairs guardrails, highway markers and signs; hauls materials and equipment to job sites.
  • Identifies, repairs, and installs signs, delineators, mailbox supports and posts; performs welding; and uses equipment and tools, materials, and products.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

General Transportation Tech I:

  • No Experience Required

General Transportation Tech II:

  • One (1) year transportation engineering support, roadway maintenance, construction inspection, heavy equipment operation or related work experience.
  • Related technical training or education from an accredited institution may be substituted for experience on a year per year basis.

Licenses and Certifications:

General Transportation Tech I and II:

  • Must have a Commercial Class "A" Driver's License without restrictions at time of application.
  • Must have or obtain an "N" endorsement on Class A CDL within 120 days from hire.

Preferred Qualifications:

  • Class A Commercial Driver’s License without restrictions with an "N" endorsement

Competencies:

The required competencies for General Transportation Tech I include:

  • Maintenance concepts, methods, policies and requirements
  • Maintaining a safe working relationship
  • Materials used in highway/bridge construction and maintenance
  • Using of light and heavy highway equipment
  • Applicable inspection methods, procedures and techniques
  • Applicable industry safety standards, guidelines and specification codes
  • The Texas Manual on Uniform Traffic Control Devices
  • Methods, procedures, equipment and materials used in intermodal transportation engineering construction and maintenance work
  • Using applicable hand and power tools, equipment and mechanical devices of the trade

In addition to the above, the competencies for General Transportation Tech II include:

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Plan review methods, processes and procedures
  • Coordinating labor, materials, and equipment
  • Basic vehicle mechanics, maintenance and repair procedures

Physical Requirements and Working Conditions:

The physical duties for both General Transportation Tech I and II include:

  • Talking - expressing or exchanging ideas by spoken words
  • Visual Acuity-operate motor vehicles and/or heavy equipment
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to air and skin exposure to oils and other cutting fluids
  • Required to wear protective gear-respirator, hard hat, or other device
  • Stooping-bending body downward and forward by bending that spine at waist
  • Standing for prolonged periods of time
  • Subject to outside environmental conditions; no effective weather protection
  • Subject to environmental conditions; protection from weather but not temperature changes
  • Walking - moving on foot to accomplish tasks: long distance from one site to another
  • Subject to hazards-moving vehicles/mechanical parts, high places, heat, and chemicals
