Summary

With a growing portfolio of residential property parcels, King County’s Department of Assessments is looking for interested applicants to apply for the Residential Appraiser II position to develop models, lead teams and determine true and fair value of residential property for tax-assessment purposes. An award-winning leader and innovator in government property assessments, with over 200 employees and an annual budget of over $30 million, the department administers King County's property valuation and assessment process. The Assessor’s Office has a significant impact on the funding received each year by a wide range of important County public services. Job Duties

THE OPPORTUNITY:
  • To collaboratively assure consistent, fair and equitable appraisals.
  • To utilize statistical modeling tools for analysis and documentation.
  • To coordinate, test, lead and train the team in utilizing new technology and applications.
  • To develop, calibrate, test and lead the implementation of regression models and other approaches to the valuation of a universe of properties.
  • To function as a team lead, coordinating a group of Residential Appraiser I’s and serving as a consensus builder, workload facilitator and resource.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WITH:

  • Customer focus with a dedication to integrity, ethics, trust and values.
  • Working knowledge of multiple regression output and reliability indicators together with other appraisal tools as they relate to model building for uniform property assessments.
  • Strong organizational, analytical, communication, and interpersonal skills and the ability to work well within a collaborative, team environment.
  • Proficiency and ease in using business productivity tools and cutting-edge technology in your everyday work; (We use iPads, Microsoft Office Suite and other assessment related tools).
  • Demonstrated understanding of the effect of market influences on the valuation of waterfront, complex high value properties, urban and rural neighborhoods and environmentally impacted properties.
  • Exceptional listening skills and the ability to keep up with evolving business needs through flexibility and rapid integration of new concepts.
  • Confidence in making decisions with problem solving, time management, and organizational skills.
  • Ability to read and understand departmental and county procedures, legal documents, RCW and WAC rules, jurisdictional policies and detailed property records.
Any combination of education and/or experience that clearly demonstrates the ability to successfully perform the duties of the position above, and to include:
  • One (1) year of residential mass appraisal experience within the last five (5) years. Experience must be supplemented with:
  • Successful completion of a statistical modeling class, or the ability to successfully complete the class within the first six (6) months of hire.
  • Sixty (60) hours of real estate appraisal education
Acceptable appraisal courses may be sponsored by Washington State Department of Revenue, IAAO, The Appraisal Institute, National Association of Independent Fee Appraisers or other major appraisal organizations and accredited colleges.

The following are required as a condition of employment as a Residential Appraiser II:
  • Ability to obtain and maintain a valid Washington State Driver License; and
  • Successfully complete background and reference checks and pre-employment physical examination.
  • Possession of an Assessor's Accreditation Certificate as required by the state of Washington, or the ability to successfully obtain accreditation within the first twelve (12) months of employment;
