Duties

WHAT YOU'LL BE DOING DAY TO DAY

For GS-685-11:

  • Serve as the principal representative for a well- defined and established grant program.
  • Act as the Contracting Officer Representative (COR) in monitoring specified aspects of contractor performance.
  • Collect and analyzes data to address highly complex grantee and program needs.
  • Perform duties related to the development, extension, and improvement of health care systems and/or communications.
For GS-685-12:
  • Perform duties related to the development, extension, and improvement of health care systems and/or communications.
  • Resolve difficult management and administrative problems that prevent effective program application.
  • Serve as a principal representative responsible for coordinated controversial, unconventional, or novel public health grants and related matters between and among Federal, local, and state agencies addressing public health issues.
  • Perform difficult and complex advisory and assistance functions.
For GS-685-13:
  • Establish systematic methods for program execution and advocacy that includes the identification of objectives, evaluation criteria, and legal and regulatory compliance requirements.
  • Work to develop public health messages with subject matter experts and develops messages into appropriate end-products for communicating public health information to target audiences.
  • Analyze existing or proposed systems, strategies, services, or other health-related matters.
  • Provide consultative services to the most challenging programs or projects with unusually difficult social, economic, cultural, governmental, and political conditions that necessitate the planning, development, and evaluation of matters of general precedent, extensive controversy, or wide coordination.

WHAT WE ARE LOOKING FOR
Basic Qualifications: (if applicable) Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialize experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
AND Minimum Qualifications: To qualify for this Public Health Advisor position at the GS-11 level, the applicant must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Specialized experience for this position includes:
1 - Working within one of the following: mental health; behavioral health; suicide prevention; crisis response; school based or early childhood behavioral health; or residential, inpatient, or outpatient behavioral health systems AND
2 - Experience in one of the following: clinical practice; federal, state, or local mental health system administration; recovery support; peer support; case management or care coordination; research, evaluation, or use of mental health data; grant project management; or mental health/behavioral health policy.
OR
B. Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

C. Must have a combination of experience as described in "A" above and education as described in "B" above.
To qualify for this Public Health Advisor position at the GS-12 level, the applicant must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Specialized experience for this position includes:

4 - Leading projects or programs.
