Class Concept

Minimum Qualifications:
Bachelor's degree in real estate, construction, business or related field is required; supplemented by one (1) year of experience in property evaluation, appraisal or assessment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must obtain and State of Georgia Appraiser I certification within one (1) year of hire and possess and maintain a valid Georgia driver's license
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to learn techniques of and conduct appraisals of personal and residential property in the County to determine fair market value for taxation purposes and to maintain an accurate and equitable valuation of the property. Responsibilities include appraising personal, commercial, and residential property; determining fair market value of all types of property; and performing field inspections of personal, commercial, residential, and special use property. This is an entry-level position providing on-the-job training to develop proficiency in mass appraisal techniques.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Trains in techniques of appraisal of personal and residential property for tax billing purposes: conducts field reviews; locates assets and property for appraisals; gathers and records data effecting values; makes calculations and applies data to appraisals; prepares detailed records for use in calculating appraised values; learns to apply and interpret state and local laws pertaining to property assessments and appraisals; appraises fair market value of taxable personal and residential property.
Learns statistical analysis theories, principles, and practices to cost data of market behavior based on the replacement cost, new cost, depreciation of properties, and the physical and economic characteristics of the sold or selling prices of properties.
Reviews various records and documentation in association with determining appraised values; verifies sales and market data; verifies ownership for proper classification; identifies other factors impacting value of existing properties, such as features, depreciation, lending rates/terms, sales/ratio analysis, commercial cost data, cost schedule changes, or other factors; audits personal property records; researches discrepancies.
Applies appraisal skills and advanced statistical analysis to sales and income data to calibrate each of the models of market behavior (cost, sales comparison, and income) to reflect current market conditions.
Provides information and assistance regarding personal and residential property valuations, tax assessment rules/regulations, procedures, or other issues: assists taxpayer with personal property related matters; explains tax policies involving the levy and collection of taxes; and researches problems and initiates problem resolution.
Assists in defending fair market values: responds to formal appeals, returns, splits and requests for damage assessments related to property valuations or other department operations; assists in answering interrogatories and discovery motions and participates in pre-trial conferences as required; verifies records and conducts additional research and field reviews; provides documentation; defends appraisal values before Board of Equalization and/or Fulton County Superior Court as required; and modifies appraisals as appropriate.
Maintains listing, assessment and appraisal information on personal and residential property within the County; updates and maintains department assessment records and files and databases; and enters and retrieves data from information systems; and generates computerized reports.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends continuing education courses, seminars, and training sessions as appropriate.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
Other Requirements:
Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, unsafe structures, heights, confined spaces, machinery, traffic hazards, animal/wildlife attacks, animal/human bites, or rude/irate customers.
