General Description And Classification Standards


The Department of City Planning is charged with managing the City’s Development Impact Fee Program. Development Impact Fees are fees imposed as a condition of development approval to offset the costs of additional public services to service new growth and development.


General: This position’s primary responsibility is to serve as the Impact Fee Program Coordinator. In addition, this position will assist in Capital planning, project management, and post-award grants management.


Supervision Received


Direction received is very general and focuses on end results. Depending on task or function, may work independently with responsibility for an assigned function or program or collaboratively. Assists in the development of policy and procedures in collaboration with Business Manager and Department Leadership.


Essential Duties & Responsibilities


These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.


May perform other duties as assigned. Essential functions may include, but are not limited to the following:


  • Impact Fee Program Coordinator (coordinate the annual CIE update; support the Development


Impact Fee Advisory Committee; lead monthly department coordination meetings)


  • E-Builder administrator (manage capital project tracking system)
  • Capital planning (inclusive of Oracle PnG Project Creation & Management)
  • Department Project Liaison Partner (Support Business Manager and DCP Office owners on


collaboration with AIM for project planning; Attend Department-level meetings related to projects


(i.e.: AIM Project Governance and Smart Cities))


  • Post-Award grants management (assist with processing grant expenditure reimbursement


requests, reporting, and close-out)


Decision Making


Uses independent judgment and discretion in the coordination and management of the program as well as communications with key stakeholders. The same independent judgement would be expected in the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards and resolving problems.


Leadership Provided


Has supervisory authority over fiscal planning and reporting processes completed by a group of professional employees and/or a group of professional, technical, or administrative employees.


Knowledge, Skills & Abilities

Knowledge of principles and practices of project management including scope development and tracking, organization planning, scheduling, budgeting, risk management and conflict management. Skill in Oracle, Discoverer, Excel, and other technical software in order to create wellstructured documents, reports, spreadsheets, presentations, proposals and other documents; skill in preparing effective and strong oral and written communication; skill in reading, interpreting, and producing legal


documents such as legislation and contract agreements. Ability to maintain effective interpersonal relationships at all organizational levels and with the public; ability to demonstrate tact and diplomacy when dealing with difficult or sensitive situations; ability to work effectively, as part of a team to ensure team and business goals are met effectively and efficiently; ability to work independently when required, working effectively without supervision; ability to maintain effective interpersonal relationships at all organizational levels and with the public.


Minimum Qualifications – Education And Experience


Bachelor’s degree in business, public administration, real estate, or a related field.


3-5 years of related experience and at least 1 year of managerial and supervisory experience is required.


Preferred Education & Experience


Master’s degree in business, public administration, real estate, or a related field and 5-8 years of project management or process improvement experience, and 5 years of managerial experience.


Licensures and Certifications


Desirable: licensure or professional certifications applicable to the position.


Required: Valid Georgia driver’s license
