Job Description
MINIMUM QUALIFICATIONS:
A Bachelors degree and 5 years of specialized experience*, 2 year must have been at a supervisory level.
Education substitution:
Four years of specialized experience; or an associates degree and two years of specialized experience may be substituted for a bachelors degree.
Experience substitution:
J.D. or masters degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
  • Specialized experience:
The required number of years of business analyst experience where your primary duty was performing two or more of the following activities:
  • Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).

  • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).

  • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).

  • Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

  • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders

Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description
STANDARD DUTIES:
  • Serve as the lead Business Analyst and work closely with the Project Director to ensure the overall success of the Unemployment Insurance Modernization project.

  • Actively engage with Stakeholders to elicit or confirm business requirements. Responsible for supervising staff and assigning projects and tasks to members of the modernization team.

  • In addition to producing high quality Business Analyst artifacts, they will be responsible for performing Quality Assurance on deliverables produced by the modernization vendor to ensure quality and accuracy. Tasks include but are not limited to, reviewing project artifacts, reviewing design documentation and organizing and running user acceptance testing from a Department of Labor perspective.

  • Responsible for creating Business Process Flows and following Projects throughout the Systems Development Life Cycle while using industry standard business analyst techniques.

  • Responsible for assisting in the prioritization and solutioning of defects within unemployment insurance systems.
