Job Description

The Bureau for Africa (AFR) is the USAID/Washington operating unit charged with managing USAID's development assistance programs in Africa. The Office of Sustainable Development (AFR/SD) provides strategic guidance and intellectual leadership to the Africa Bureau, conducts economic, social, and political analyses critical to the development of AFR policies, strategies, budgets, and activities, and supports, coordinates, and facilitates technical and budgetary priorities and personnel considerations for the field. AFR/SD’s Division of Economic Growth, Environment, and Agriculture (EGEA) works across multiple sectors related to economic growth, trade, investment, agriculture, climate change, biodiversity, water, and environmental compliance. The Division directly manages activities that support capacity development of African regional institutions and that provide analysis and data to assess regional needs, identify trends, and inform project designs. The EGEA Division works in close collaboration with other USAID Bureaus to integrate programs and coordinate strategic and technical support to staff and programs in USAID Missions in Africa.


The Program Specialist will provide program support for AFR/SD's EGEA Division and serves as EGEA's primary liaison with the AFR/SD Program Office. As a critical member of the AFR/SD/EGEA Washington DC office, the incumbent, under the supervision of the EGEA Division Chief or Deputy Chief, will work closely with the Division’s leadership team and provides program support to all EGEA teams and staff. The incumbent performs a variety of both complex and routine administrative and analytical duties.


These duties range from coordinating key program processes related to reporting, budgeting, procurement, human resources, communications and taskers/clearances to administrative-type tasks such as scheduling meetings, preparing and editing documents and presentations, maintaining Division program files and contacts and taking notes. It will also include more complex analytical tasks such as collecting, compiling, and analyzing data for various sources; reviewing, analyzing, summarizing and disseminating information such as cables, articles and reports; producing communications products (fact sheets, social media postings, etc.). The Program Specialist maintains a network of relevant contacts with the Bureau and Agency, ranks tasks in order of importance, implements deadlines, and handles several tasks simultaneously and must develop a working knowledge of USAID policies, guidelines, and programs, as well as corporate practices and procedures.


The Program Specialist will provide the AFR/SD/EGEA Division with essential support related to:


  • Strategic analysis related to budget and programmatic trends for EGEA and USAID Missions;
  • Support Division technical teams as required;
  • Serve as principal liaison to train, onboard, coordinate with, and backstop any other program or administrative staff in the Division.
  • Serve as the Division’s liaison with AFR and Agency counterparts working on programmatic and administrative initiatives;
  • Support the EGEA leadership team with overall management of the Division;
  • Portfolio and Operational Planning and Reporting including managing budgets, reporting, and program planning;
  • Coordinate key program processes related to reporting, budgeting, procurement, human resources, communications, monitoring and evaluation and taskers/clearances.

Salary Range: Starting at $59,500


Clearance: Able to obtain a Secret-level Clearance

  • Manage process for soliciting and tracking EGEA TDY requests from Missions (e.g. UTRAMS), including TDYer reports and mission feedback.
  • Maintain EGEA electronic and hardcopy files and provide recommendations for records management improvement
  • Ability to obtain a Secret security clearance required.
  • Supports EGEA’s organization and implementation of regional trainings, workshops, and
  • In coordination with the Program Office, manage budget tracking sheets for multiple fiscal years, advise teams on budget planning and execution, funds availability, allocation, obligation, notification, expiration and taxes.
  • Develop an annual plan of all key actions/products necessary to implement SD's annual program cycle to keep the Division informed and prepared for what is coming in the next quarter.
  • Work with EGEA technical teams to provide required inputs for the Operational Plan (OP), Performance Plan and Report (PPR), and Portfolio Review preparation and comments.
  • Draft briefers, talking points, and PowerPoint presentations for senior officials for meetings and presentations for review by EGEA technical teams and other USAID offices.

  • Excellent interpersonal skills; ability to work in a dynamic team environment with a diverse set of partners and stakeholders.
