Job Title: Program Safety Manager

Department: Operating

Scope: Under the direction of the Senior Outings Manager of Safety and Emergency, the Outings Safety & Emergency Manager helps maintain, implement, and oversee risk management and safety systems for all outings within the Sierra Club, including extensive outdoor recreation and education programs. The Manager works with volunteers and staff across programmatic and administrative areas of the organization, including National Outings, Inspiring Connection Outdoors, Local Outings and Chapters, Volunteer Groups, and others to ensure appropriate safety practices, policies, and protocols are in place and followed. Provides risk management support as directed. Manages technical systems to track and maintain data and other relevant information. Develops and maintains internal and external contacts to enable work and facilitate risk management throughout the Sierra Club. Manages the development and implementation of safety and security resources and policies for organizational outings and travel.

Job activities include but are not limited to:

  • Maintains and manages risk management systems and communicates protocols for all outings within and across programs. Guides implementation and training of safety procedures to ensure consistency for all risk-related activities and events. Maintains Safety resources across current and future platforms. Leads and/or assists with periodic crisis response training exercises. Works with supervisor to develop and maintain appropriate tracking systems and documentation, both printed and electronic. Ensures all activities and events are in compliance with insurance requirements and other business and industry standards.
  • Manages emergency response and notification systems, processes, and tools. Serves as Emergency Responder across outings programs and supports maintenance of response and notification systems. Manages and staffs 24/7 emergency line as well as service provider relations and contracts. Responds to on-site response, victim/next of kin relations, communication with local authorities, leader/participant debrief, and other necessary communications. Manages Sierra Club’s use of AlertMedia and other emergency notification platforms.
  • Serves all outings programs as point person for safety guidance regarding Outings and engagement with minors. Oversees the creation and implementation of Safety Management Plans for activities, reviews and approves activity applications, and develops and implements policy and guidance related to all events, activities, and outings. Serves as Sierra Club Minor Specialist-the point-person for advising and directing operational management of minors for all activities and programs. Serves as a team member and/or Co-Lead for the joint staff and volunteer Outings Activity Governance Team (OAGT). Helps draft potential policies and procedures, conduct research, drive team organization and function, prioritize team projects, manage team members, partner with and manage volunteer co-lead, and keep the team informed on standards in the field/industry.
  • Manages Incident Reporting Systems and Incident/Accident Investigation process. Manages and maintains incident reporting database. Contacts leaders and participants for all filed Incident Reports to assess the post-incident care and status of injured participants. Compiles annual incident report including major findings and recommendations. Produces and maintains quarterly incident summary reports. Reports and liaises with Finance & Operations staff and insurance brokers as needed. Conducts and Coordinates periodic incident and security investigations. Works cooperatively with supervisor, staff and volunteers and consultants to implement recommendations, conduct interviews, maintain process and timelines and present to all audiences.
  • Supports and engages in all Outings team projects and performs work across programs. Supports both acute and long term strategic work as directed and prioritized by supervisor. Processes Certificates of Insurance for outings programs. . Supports activity proposals and event planning form review as needed. Works with supervisor to recommend policy and resources for office and workplace security. Maintains knowledge of current practices and trends in risk management for the outdoor recreation industry.
  • Responsible for all aspects of the land agency permit process. Manages a large and robust permit portfolio consisting of extensive permits, licenses, and certificates issued from numerous US federal and state agencies and jurisdictions.

The successful candidate must have the following skills and experience:

  • Prior experience in safety and risk and program management of outdoor recreation programs and activities including experience with youth programs, including management experience. This includes developing itineraries and curricula, training, risk evaluations and assessment, program oversight and policy development and implementation.
  • Excellent organizational skills and ability to track multiple priorities. Advanced understanding of information systems and desktop productivity applications.
  • Experience working under pressure, dealing with life/death situations and managing critical situations. Ability to maintain and protect personal and organizational information with adequate discretion, and to employ sound judgment during difficult incidents. Shows leadership experience managing crisis response, exhibits poise and maturity in complex and challenging situations.
  • Extensive knowledge and experience in a wide variety of safety and risk management protocols and practices. This includes industry standards and best practices, and the application of practical operations and strategic treatment of mission, risk, liabilities, and duty of care toward high quality programs.
  • Ability to hold highly sensitive and confidential information. Excellent judgment and a high level of discretion, especially when handling sensitive and/or confidential information. Working knowledge of the legal and social implications of maintaining confidentiality. Operates in accordance with reporting and disclosure practices.
  • Equity Analysis and Practice. You are aware of your group identities and how they have shaped your life and experiences at work. You have an analysis of how racism and other forms of oppression in society impact relationships, systems and culture. You bring experience and skills for working effectively with colleagues across group identities and position/role.
  • Strong written and oral communication skills, comfort and experience with training and working with a diverse range of audiences and stakeholders. Excellent interpersonal skills in working with the public, volunteers, and staff.

The strongest candidates will also demonstrate the following experience, skills and competencies:

  • B.A. degree in Business and Outdoor Recreation, Program Management, or equivalent combination of education and experience.
  • Experience chairing committees and managing team and taskforce project management.
  • Experience developing safety policy materials.
  • Experience traveling and working internationally.
  • Prior experience working with volunteers and working within diverse working groups.
  • Experience with public speaking.

Compensation and Benefits

The salary range for this position is $80,000-$90,000 based on a Region 2 work location. A lower starting salary may apply for remote based hires.

This is a category 5 exempt, represented position.
