The Program Manager shall oversee and direct multiple Construction Management project teams and must have extensive experience with the management and oversight of federal contracts. The PM must possess significant experience working on projects involving historically sensitive properties. Responsibilities include overall program direction, tracking and managing project schedules, briefing the COR and the Jurisdictional Assistant Director on current and upcoming projects through all phases of planning and construction. Duties shall focus on project monitoring, project control, team integration, change integration, and corrective action as needed. The Program Manager shall oversee and ensure the timely creation all written deliverables required for multiple projects. They shall review deliverables for compliance with AOC standards, project requirements, conformance with jurisdictional SOP’s, and Jurisdiction’s long term planning. The PM shall oversee and ensure existing deliverables are appropriately updated or superseded. They shall oversee and ensure the development of capital cost estimates during the planning, engineering, and construction phases of projects; analyzes and report costs, oversee and ensure the development of independent cost and pricing assessments for claims and change orders. The PM shall initiate, oversee, and ensure the development of life cycle cost analyses as required. Forecasting and proactivity shall be the hallmark of the Program Manager.

Additional duties and responsibilities may include but are not limited to

People Management:

  • Lead and support CM team and provide oversight of their individual and collective work program.
  • Hold stakeholders accountable for the timely delivery and quality of work.

Design, Construction and Project Management:

  • Collaborate with other units and contractors to coordinate all the work required for timely delivery of projects and client satisfaction.
  • Provide periodic reviews of processes and procedures and adjust as needed to ensure continuous improvement and efficient use of government resources.
  • The PM shall possess a working understanding of the AOC’s project management system and utilize it effectively in all phases of a project from inception through closeout.

Budget Management:

  • Support and manage the capital budget program for the jurisdiction including forecasting costs for life cycle replacement of equipment and system upgrades.
  • Work closely with jurisdictional Assistant Director to prepare the annual plan for funding of capital projects (five year plans).
  • Develop a strong working relationship with all internal and external stakeholders to ensure projects are presented for the appropriate clearances during each phase of the project life cycle.
  • Develop and maintain professional relationships with key clients. Exercise discretion and communicate effectively and communicate effectively and consistently to build trust at the highest levels in the organization.
  • Develop the plan for budget allocation for the CM team based on yearly plan for projects using multiple funding sources.
  • Stakeholder engagement:

EDUCATION/EXPERIENCE:

  • Master's Degree in Architecture, Engineering, Construction Management or related technical/business field and typically 15+ years of related work experience is required.
  • Prior federal government project experience preferred.
  • Professional registration AIA, PE, PMP or CCM required.

Salary Range:

$121,900.00 - $219,400.00
