This Juvenile Probation Division leadership position will have direct oversight for staff and multiple statewide juvenile probation programs to ensure juvenile justice enhancement best practice, adolescent development, and youth and family engagement are prioritized in program implementation. This position will be a key member of the Juvenile Probation Division management team and is responsible for researching, developing, and recommending innovative strategies concerning intake, detention/alternatives, investigations, restorative justice, supervision, services (treatment, non-treatment, and placement) and reentry to promote juvenile justice reform.

Examples of Work

Under the direction of a Deputy Administrator, Assistant Deputy Administrator, or Director, the Program Director plans, organizes, directs, coordinates and evaluates one or more Judicial Branch programs; and acts as liaison between other state agencies, local courts, stakeholders and/or behavioral health entities.
Responsible for the management and over-all quality/effectiveness of the assigned program(s) and for ensuring information and/or services are appropriately provided to local courts and/or probation offices.
Serves as liaison between program staff members and Administrative Office leadership. Employees in this classification directly supervise at least three professional, technical, and clerical staff.

Qualifications / Requirements

REQUIREMENTS: A Bachelor’s degree in business administration, public administration, social sciences, criminal justice, or a related field, plus three years’ experience as a program manager or program team member within juvenile justice, criminal justice, the courts, or dispute resolution, OR A Master’s degree in business administration, public administration, social sciences, criminal justice, or a related field, plus one years’ experience as a program manager or program team member position within a program within juvenile justice, criminal justice, the courts, or dispute resolution.
All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.

Knowledge, Skills and Abilities

  • A high degree of professional knowledge in the area of evidence-based programming, dispute resolution, criminal and/or juvenile justice or other specialty program areas offered by the Courts or Probation.
  • Strong management and communication skills, as well as problem-solving skills and the ability to participate effectively in the decision-making process.
  • Must communicate effectively in both oral and written forms; expressing complex and technical terminology and concepts in an understandable manner.
  • Ability to establish and maintain effective work relationships with others.
  • Laws and regulations as they relate to courts, probation, and individuals legal rights.
  • Cultural, socio-economic, and language factors that affect service delivery to ethnic population.
  • Skill in directing and coordinating evidence-based programming and service delivery.
  • Ability to prepare and present a variety of periodic and special reports of both a professional and administrative nature.
  • Knowledge of the principles and practices of planning, organizing, and supervising programs, including effective leadership and management.
  • Ability to plan, organize, direct, and evaluate the work of a multi-disciplinary professional staff providing programming and services, including case management services.
  • Experience in the areas of program budgeting and financial management, program development and evaluation techniques, current trends in Federal and State court, adult and juvenile evidence-based programming, policies and procedures as they relate to proper management and administration of programs and individual services.
  • Ongoing awareness of current developments in the field of Justice, Dispute Resolution, Restorative, Criminal and Juvenile Justice related to effective programming and services.
  • Ability to identify the need for and develop proposed changes in current program practices, policies and procedures and analyze, evaluate, and develop specialized programs or grant or contract requests.
  • Knowledge of available community and other resources.
