Job Description
Summary


As a Procurement Technician, you will perform technical support work to assist contract specialists and other personnel. Location of position: GSA, Federal Acquisition Service (FAS), Office of Professional Services & Human Capital Categories (PSHC) Location to be determined on selection. This position is virtual/full-time telework. We are currently filling two vacancies, but additional vacancies may be filled as needed.


Duties


This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts: Provides procurement support throughout the procurement cycle by assembling contract files and documentation, and processing amendments and modifications. Executes a wide variety of interrelated steps and procedures required to assemble, review, and maintain portions of contracts. Incumbent is relied upon to initiate contacts, to recognize problem areas and to establish methods and techniques for accomplishment of assigned functions. Reviews and analyzes contract packages for content, appropriate format and completeness. If the substantive content of the file documents appears inadequate or any documents are missing, presents the facts of the matter to the contract specialist. Prepares and assembles documents and drafts sections of contracts. Compiles and analyzes procurement data obtained from various automated procurement systems and by manual means. Provides input to automated procurement systems and ensures data is accurate, current and complete. Extracts data from contract files and codes data into the appropriate database system (FSSOnline, Contractor Database, ORS, etc.). Traces discrepancies in the Federal Procurement Data System, in addition to the above database systems, by searching out original sources and reconstructing actions. Reviews error listings and researches the errors to conflicting information in the procurement documentation. Assists Contract Specialists by conducting research of documents, files, and records and related sources in the gathering and development of reports, charts, and other supporting data of varying levels of complexity and detail to be used to support project status updates, supports FOIA requests and litigation actions. Uses a significant degree of judgment in determining and suggesting to supervisor data to be included in such packages and its arrangement. Researches records and gathers data for preparation of responses to higher-level organizational inquiries.


Requirements

Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Qualifications

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-04 level or higher in the Federal service. Specialized experience is experience providing clerical or technical support work for the procurement process. Such experience may have included establishing and maintaining purchase or contract files, notifying vendors of determinations, reviewing procurement documents for completeness, etc. or Successfully completed 4 years of education above high school or A Combination of education and specialized experience that when combined together qualify you for this position.
