Job Description
Our client is seeking an experienced Procurement and Contracts Manager (PCM) to support the delivery of procurement and contracting projects for the Eligibility and Enrollment Systems team (E&E Systems). Under the direction of the Director of Program Planning and Administration, the PCM will work collaboratively with Program staff (including Development, Operations & Maintenance, Security, and Executive Management), agency Legal and Finance staff, and key stakeholders to draft procurement and contract documents, execute the internal budget and controls processes to ensure all necessary approvals are obtained, monitor vendor performance, and engage directly with vendors to ensure contract compliance.


JOB DUTIES: KEY RESPONSIBILITIES


  • Manage and communicate issues and risks associated with assigned contracts to Program leadership
  • Engage in direct negotiations with assigned vendors to finalize contract terms.
  • Coordinate procurement and contracts activities with program staff, legal counsel, vendors, and key agency stakeholders to ensure projects are defined, documented, completed on time, on budget, and meet stakeholder requirements
  • Monitor and report on vendor compliance with SLAs, timely completion of deliverables, and achievement of payment milestones
  • Monitor vendor performance and compliance with contract terms and SLAs, and resolve disputes.
  • Collaborate with the Finance Team to review vendor invoices to ensure accurate billing by monitoring.
  • Draft, evaluate, negotiate, and execute procurement and contract documents, including but not limited to terms and conditions, contract closeouts, extensions, and modifications
  • Monitor and report on budget and expenditures for assigned contracts.
  • Understand and adhere to all internal policies, processes, and procedures to obtain all necessary internal approvals as needed.
  • Ensure all procurement artifacts, as well as fully executed contracts and related documentation, are properly archived and entered agency databases, and securely maintained.
  • Understand and employ the dispute resolution/escalation process as needed.
  • Ensure Program compliance with state and federal (CMS) procurement and contract standards and requirements and engage the appropriate support, as needed


Requirements


Preferred Qualifications:


  • Bachelor's Degree in a related field
  • Have excellent English language verbal and written communication skills.
  • Be able to manage multiple projects and tasks with shifting deadlines.
  • Possess advanced skills in Microsoft Office products: MS Project, Visio, Word, Excel, PowerPoint, Outlook; knowledge of SharePoint and Atlassian JIRA a plus.
  • Have superior organizational skills and attention to detail.
  • Be able to master complex contract terms in a short amount of time.
  • 3-5 years of procurement and contract experience (public sector experience a plus)
  • Possess strong analytical problem-solving aptitude and financial acumen, including the ability to discuss and monitor associated budgets and expenditures.
  • Be able to manage a high volume of work in a fast-paced, deadline-driven work environment.
  • Be a self-starter and perform successfully with minimal supervision.
  • Ability to understand and interpret complex legal terminology.
  • Have a positive and energetic disposition, an excellent sense of humor, and a high tolerance for uncertainty.
  • Contract Management certification preferred.
