Job Description

Duties

At the full performance level, major duties include:

  • Develops consumer protection policy relating to FDIC examinations and enforcement activities. Supports efforts to understand, analyze, and probe current business practices, financial products, technologies, the broader markets, and to anticipate new emerging policy issues affecting consumers and FDIC-supervised institutions.
  • Researches topics related to consumer financial products, practices, technologies, and services that could pose harm to consumers or violate federal consumer protection laws and regulations.
  • Develops and maintains monitoring systems and mechanisms such as tables, spreadsheets, and databases that track issues, trends, changes, and otherwise support the Branch’s consumer protection policy development activities. Prepares and coordinates management reports.
  • Supports the development and communication of FDIC policies that relate to the supervision of technology-related activities of insured institutions and third-party service providers.
  • Develops high quality written materials including position papers, summaries, fact sheets, issue papers, and talking points on consumer protection issues for senior FDIC officials, including the Division Director and the Chairman.
  • Reviews and assesses technology developments as they relate to consumer protection supervisory functions. Assists in the analysis of emerging risks involving the use of new technologies by insured depository institutions, including those offered by third-party service providers.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here.

CG-11: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 09 grade level or above in the Federal service. Specialized experience is defined as experience performing at least two of the following: 1) assisting in analyzing policy issues related to financial services or products for banking or financial institutions; 2) assisting in analyzing and evaluating existing or proposed consumer protection regulations or requirements; or 3) drafting policy summaries and/or memoranda.

OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related.

OR

COMBINATION: A combination of graduate level education and specialized experience that together meet the qualification requirements.
CG-12:To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is defined as experience performing at least two of the following: 1) analyzing policy issues related to financial services or products for banking or financial institutions; 2) analyzing existing or proposed consumer protection laws, regulations or requirements; or 3) drafting policy summaries, position papers, and/or memoranda.
CG-13: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience performing at least two of the following: 1) analyzing and evaluating policies related to financial services or products for banking or financial institutions; 2) analyzing and evaluating existing or proposed consumer protection laws, regulations or requirements; or 3) developing and implementing policy talking points, summaries, position papers, and memoranda.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans.

1. Ability to conduct policy research and analysis relating to consumer protection programs and supervision activities.

2. Knowledge of consumer protection policy, laws and regulations applicable to financial institutions.

3. Ability to communicate in writing to reporting findings, developing policy, and making recommendations.

4. Ability to interact with staff and senior officials, other government agencies, thrift and banking industries, and consumer groups.

5. Knowledge of the operations of financial institutions to identify and analyze the impact on supervision and consumer matters.

6. Knowledge of the financial services industry structure, operations, and third-party service providers on examination programs.

7. Ability to use software products and applications to analyze, collaborate, share, and communicate information in appropriate formats.
