Basic Function

Under general supervision, supervises and trains assigned staff; directs the daily operations of the parking enforcement, parking attendant and parking maintenance sections; and performs other related duties as assigned. Incumbents may rotate between the On-Street, Off-Street and Maintenance Parking assignments

Distinguishing Characteristics

This classification is distinguished from the lower level Service Field Crew Leader classification in that the latter supervises and actively participates in the work of crews performing assignments in the Parking Attendant, Enforcement and Parking Maintenance divisions. This classification is distinguished from the next higher classification of Superintendent of Parking Services in that the later classification plans, coordinates and directs the day to day operation and maintenance of the City’s parking programs and facilities.

Typical Duties

(May include, but are not limited to those duties listed below.)

If assigned to On-Street Parking:
  • Oversees monthly, quarterly and yearly invoicing of permit and validation accounts.
  • Authorizes adjustments to parking fees, and issues citations for parking violations in garage.
  • Informs officers of enforcement problem areas and issues arising from complaints from the public.
  • Maintains automated citation issuance system.
  • May perform the duties of a Parking Enforcement Officer or Parking Attendant as required.
  • Manages new parking permit requests and monthly permit renewals for parking facilities.
  • Establishes and assigns enforcement duties.
  • Oversees Locust Garage parking facility related to paid parking program
  • Transfers computerized records from handheld citation computers to centralized database and prints out reports.
  • Coordinates citation records with the Parking Office Supervisor.

If assigned to Off-Street Parking:
  • Manages new parking permit requests and monthly permit renewals for parking facilities.
  • Oversees Wharf Gate, Soquel Front Garage and River Front Garage parking facilities related to paid parking program.
  • Oversees monthly, quarterly and yearly invoicing of permit and validation accounts.
  • May perform duties of Parking Attendant as required.
  • Authorizes adjustments to parking fees, and oversees issuance of parking violations in garages.

If assigned to Maintenance Parking:
  • Directs and performs technical maintenance and repair of electronic parking control devices, change machines, and parking meters.
  • Oversees the maintenance of all parking facilities including lots, garages, public restrooms in parking facilities, and sidewalks in the downtown cleaning program.
  • Establishes and assigns collection and maintenance duties.
  • May perform the duties of Parking Control Maintenance Worker or Parking Facility Maintenance Assistant as needed.
  • Arranges for the maintenance and repair of meters and conversion of mechanisms for rate or time changes.

In addition to the above, the following duties are also performed:
  • May attend committee meetings as requested.
  • Responds to questions, requests, and comments from the general public, other City departments, contractors and other agencies on parking matters and effectively resolves operational problems as they occur.
  • Provides training on work procedures, parking regulations, laws, policies, customer service practices, and use of equipment.
  • Establishes schedules and arranges for preventative maintenance and repair of vehicles and equipment.
  • Receives and records reports of abandoned vehicles and informs the police department.
  • Performs daily inspections and minor maintenance and repairs to computerized and mechanical parking equipment.
  • Works with representatives from other City departments and event organizers in coordinating parking procedures for special events.
  • Generates computerized activity and transaction reports for management and the Finance Department.
  • Assigns, schedules, trains, directs, and reviews the work of assigned staff.
  • Performs other related duties that may be reasonably expected as part of this classification.
  • Appears in court as necessary to testify on behalf of the City on parking matters.
  • Reviews procedures manual and recommends appropriate revisions.
  • Orders necessary equipment, supplies and materials.
  • Oversees daily revenue from parking facilities and resolves discrepancies.
  • Assists in the development and control of assigned budget.
  • Monitors activities to ensure compliance with safety regulations.
  • Recommends procedural changes in parking operations to improve efficiency and customer service.
  • Maintains computerized parking facility operating systems, including access schedules and fee structures.
  • Maintains all revenue, enforcement, maintenance and personnel records of assigned area.

WORKING CONDITIONS
:
Position requires prolonged sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and repetitive hand movement in the performance of daily duties. The incumbent in this position works in all weather conditions, including wet, hot and cold. The job duties may expose the incumbent to fumes, dust, vehicle exhaust, biomedical, human and animal waste products and unpleasant odors. The nature of the work also requires the incumbent to drive motorized vehicles and work in heavy traffic conditions. The need to lift, carry and push tools, equipment and supplies weighing up to 25 pounds is also required.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and Experience:
  • Successful completion of City of Santa Cruz Employee and Leadership Development Program 2008 or later is accepted in lieu of one year of lead or supervisory experience.
  • High school graduation or tested equivalent and,
  • Three (3) years of experience working in operations, maintenance and staffing of a public or private facility or service including 2 years lead or supervisory experience.

Knowledge
:
  • Revenue control procedures and recordkeeping
  • Computer applications such as word processing, spreadsheets, and database programs.
  • Principles and practices of effective supervision, including training, performance management and career development.
  • Effective customer services practices

Abilities:
  • Read and interpret plans, maps, specifications and manuals.
  • Maintain accurate records of daily revenue and prepare reports.
  • Establish and maintain effective working relationships, and act in a courteous manner when dealing with co-workers and the public.
  • Supervise, train and evaluate staff.
  • Understand, apply, and explain parking laws and procedures.
  • Exercise independent judgment in resolving operational problems.
  • Accurately make mathematical calculations and resolve discrepancies.
  • Provide clear verbal and written communications.
  • Evaluate procedures and techniques and recommend effective alternatives.

Licenses and Certificates
  • Possession and continued maintenance of a valid California Class C driver's license.

OTHER REQUIREMENTS
  • Willingness to work weekends, evenings, and holidays, as assigned;
  • Willingness to wear a uniform.

DESIRABLE QUALIFICATIONS
  • Work experience in a municipal parking program.

SALARY - This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the Supervisory MOU documents on the City website for details.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays - 24 hours per year
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays 95% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage.
Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
