Under general supervision, the Parking Enforcement Officer will patrol City owned parking areas and streets; enforce parking regulations; mark and tow abandoned vehicles; and arrange the tow of vehicles parked in an unsafe manner or vehicles in violation of California Vehicle Code and City codes and ordinances.
Education and Experience
- High school diploma or GED equivalency.
- One year of experience involving substantial public contact.
- Possession of, or ability to obtain CPR, First Aid, Pepper Spray, and NCIC certificates within five (5) months of employment.
- Must possess a valid California Class "C" driver's license with an acceptable driving record.
Knowledge of : Basic laws relating to traffic and parking enforcement, including the California Vehicle and Penal Codes and City codes. Occupational hazards and standard safety practices necessary in the area of parking enforcement. Modern office procedures, methods, and computer equipment. Principles of record keeping and reporting. Safe driving principles and practices.
Skill to : Operate modern office equipment including computer equipment and software. Type at a speed necessary for successful job performance. Operate a motor vehicle safely.
Ability to : Learn police radio codes and procedures. Learn the geography of the City. Understand and interpret parking and traffic regulations. Work independently and effectively in the enforcement of parking laws. Interact effectively and courteously with the public. Act effectively in emergency situations. Maintain records and prepare reports. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Issue parking citations for overtime parking, double parking, parking in red zones, bus zones, loading zones, handicapped zones, and other restricted parking areas.
Operate a City vehicle; ensure equipment is in proper working order; maintain supplies including chalk, cards, envelopes, citation books, and tags.
Mark and tow abandoned vehicles; tow vehicles in violation of California Vehicle Code and City code ordinances.
Perform traffic control for signal light power outages, injury and fatal traffic collisions, fires, chemical spills, and other incidents.
Deploy radar trailer upon request of the department; assist with CDL/DUI check points.
Assist the public by giving directions, helping with stalled vehicles, and other means; provide the public with information regarding citations; respond to complaints.
Make court appearances when necessary.
Respond to calls involving minor traffic matters including non-injury traffic accidents, traffic control, abandoned vehicles, and illegally parked vehicles.
Gather traffic statistics; maintain various logs and records relating to parking operations; file citations; prepare monthly and yearly reports.
Utilize computer equipment for data entry or information retrieval.
Perform related duties and responsibilities as assigned.
Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, climb, and lift up to 25 lbs.; exposure to outdoors, vibration, traffic hazards, and exhaust fumes; ability to travel to different sites and locations; availability for on-call and stand-by.

Police Department employees work a 4/10 schedule but days off vary according to assignment and seniority.
In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources approval.
RETIREMENT BENEFITS: Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522030(c)]. However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new PCEA employees shall pay the CalPERS member's retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.
PAID HOLIDAYS: 13 paid holidays & 2 floating holidays are provided per year.
VACATION LEAVE:
- 1-4 years = 80 hours
- 15 years = 200 hours
- Extending through the 20th year, employee shall accrue 8 hours of additional vacation leave per year with a maximum accrual of 240 hours per year.
- 5-9 years = 160 hours
- 10-14 years = 184 hours
SICK LEAVE: 12 days per year (prorated if on any leave without pay).
GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
- VISION: Voluntary participation by the employee
- Two-party coverage = $625 per month
- HEALTH INSURANCE: $700 per month; cash-in-lieu program available
- Single coverage = $65 per month
- Waiving coverage = $45 per month
- 125 BENEFIT PLAN CONTRIBUTIONS:
- Waiving coverage = $45 per month
- Single coverage = $65 per month
- Two-party coverage = $625 per month
- Family coverage = $1,025 per month
- Family coverage = $1,025 per month
- LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
- DENTAL: $75 per month
- LIFE INSURANCE: $30,000 policy plus AD&D
EDUCATIONAL INCENTIVE PLAN available for eligible employees to develop their knowledge and abilities.
- TUITION REIMBURSEMENT: $1,500 per year
DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.
FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.
CREDIT UNION membership is available to all City employees and provides access to low interest loans.
