Job Description
Minimum Qualifications


For Permanent Appointment: All candidates must be reachable on an appropriate active Civil Service eligible list.


For Provisional Appointment


For current OPRHP employees- one year of permanent competitive, non-competitive, labor class or 55-b/55-c service in a position allocated to Grade 6 or higher.


Open Competitive- 1. three years’ experience in the construction, operation, or maintenance of a park or recreational facility within a park; * one year of this experience must be at a supervisory level.


Or 2. an associate's or higher-level degree in construction management, construction technology, environmental education, environmental management, environmental policy, environmental sustainability, forestry, natural resources management, park administration, park management, recreation management or turfgrass management


AND one year of supervisory experience in the construction, operation or maintenance of a park or recreational facility within a park. *


  • A park or recreational facility within a park is defined as a location that offers at least three of the following elements: ballfields, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.


NOTE: Candidates appointed on a provisional basis must take the next holding of the Park Supervisor 1 exam, pass the exam, and be reachable on the resulting eligible list to continue appointment in the Park Supervisor 1 position.


Duties Description


Under the supervision of higher-level staff, the Park Supervisor 1 is a working supervisor responsible for planning, coordinating, and overseeing the administration, maintenance, and operational activities of Shirley Chisholm State Park. The Park Supervisor 1 performs a variety of administrative duties; plans, assigns, and assists with the completion of work projects; develops and implements programs and services for the public; and may occasionally function as the first or second-in-command when needed if park management is not onsite. The Park Supervisor 1 supervises permanent, temporary, and seasonal personnel; orients new staff and trains subordinate staff as needed; schedules and assigns work, providing clear directions and guidelines; and inspects work to ensure it is completed within allotted time frames and in accordance with codes, regulations, and safety standards. The Park Supervisor 1 completes performance evaluations and discusses performance expectations with employees in a timely manner.


Duties Include, But Are Not Limited To


The Park Supervisor 1 provides technical direction to staff under the direction of higher-level managers.


  • Responding to and working with community groups and organizations regarding facility use requests.
  • Overseeing park-wide State Learning Management System (SLMS) compliance including monitoring, ensuring all staff receive all necessary trainings, and confirming information is inputted in a timely basis.
  • Reviewing maintenance requests and assessing materials, equipment, and labor requirements.
  • Receiving, investigating, and replying to patron or employee complaints with administrative approval.
  • Assisting staff in performing tasks and resolving conflicts or performance related issues.
  • Covering the front desk as necessary by answering phones, taking messages, and registering patrons for programs.
  • Overseeing all operational needs of the administration office including direct supervision of parks staff.
  • Supervising seasonal parks staff including recruitment, training, onboarding, scheduling, performance management, conflict management, assigning and evaluating work; also supervising full time staff as needed.
  • Preparing Payroll FIN’s and other administrative functions as assigned.
  • Developing weekly, monthly, and yearly work schedules and updating schedules as needed.
  • May be assigned other tasks as needed.
  • Overseeing accounts payable; ensuring all invoices are correct and paid on a timely basis.
  • Planning and scheduling recreation activities and special events; Coordinating logistics for routine programs and special events including security, admissions, transportation, traffic flow, and cleanup.
  • Assisting Park administrative staff in purchasing and reconciling purchases, budget forecasting, SFS & BETS administration, and coordination of region-wide spending initiatives.
  • Conducting hiring interviews with department supervisors and managers and assisting with completion of hiring packets that are sent to the regional office.
  • Overseeing and inputting procurement data into SFS, entering purchase information into BETS, managing invoices, handling payments, tracking purchases, and recording items received.
  • Managing coordination of permits and assisting Environmental Educator as needed.
  • Initiating disciplinary measures as needed per agency standards.
  • Conducting purchasing for all park departments by seeking quotes as needed from approved sources (utilizing Preferred Source, State Contracts and MWBE list), seeking approval for purchases, and purchasing items once they are approved.
  • Assisting with the development and implementation of preventative maintenance programs.


Additional Comments


The posted hiring rate is the sum of the statutory hiring rate for a CSEA Grade 11 ($44,957) and the Downstate Adjustment ($3,087). The posted job rate is the sum of the statutory job rate ($55,093) and the Downstate Adjustment ($3,087).


Operational Needs


  • Must possess ability to lift, carry and /or move equipment or materials of different weights and sizes and the ability to stand for long hours.
  • Must possess demonstrable ability to read and understand written and/or verbal material and instructions, effective communication skills
  • May be working in inclement weather.
  • Candidates may be required to report to other facilities throughout the NYC Region on as needed basis.
  • May be asked to supervise seasonal staff, create work lists, and staff schedules, order supplies and schedule and conduct site visits with prospective permit groups and report results.
  • Must possess and maintain a valid NYS driver’s license as a term and condition of employment.
  • Must be willing and able to work nights, holidays and/or weekend shifts as required. Work schedule may change to accommodate operational needs.
