BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. Due to its expertise in the field of humanitarian logistics, WFP was chosen to be the lead agency for the Logistics Cluster and maintains a Global Logistics Cluster (GLC) support unit hosted by the Supply Division in WFP Headquarters in Rome.

Comprised of a diverse, multi-skilled group of professionals, the Logistics Cluster is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The GLC Support Cell (SC) is also tasked with: advocacy on behalf of the cluster approach, training, preparedness, and the development of new tools and resources to benefit emergency humanitarian response operations.


Position Summary

Supporting the Global Logistics Cluster management, this Strategic Advisory role will lead a process of organizational development (OD), seeking to reposition the Global Logistics Cluster internally and externally by analyzing the desired versus the current ways of working, identifying initiatives (incl. quick wins) for improvement and then supporting or developing solutions to address these; within the wider humanitarian sector (Cluster ‘ecosystem’), with WFP as the Cluster Lead Agency (CLA) and within the GLCSC. The successful candidate will understand the history and mandate of the Logistics Cluster, while also seeking space for fresh approaches to old challenges.


ACCOUNTABILITIES/RESPONSIBILITIES

  • Organizational development:
  • Lead efforts for the development of a communication and reporting strategy that explains the added value of the Logistics Clusters to internal and external key stakeholders, aiming to enhance understanding of the Logistics Cluster and CLA mandates, roles, scope, way of working and responsibilities.
  • Provide expert advice to GLC management on optimization of the strategy implementation process: e.g. refinement of the use of the Strategic Implementation Plan (SIP), approach to facilitate allocation of tasks commensurate to the roles of different GLC constituents, process for reporting on progress.
  • Ensure strategic considerations and required decisions are translated into interactive meeting programmes including events and Global meetings.
  • Identify and develop methods to bring about greater understanding, prioritization, and commitment to WFP’s Cluster Lead Agency responsibility – towards internal and external stakeholders at all levels. This approach should (i) be based on mutual benefits and shared value, clearly presenting the incentives of enhancing the Logistics Cluster leadership role and (ii) consider Cluster lead agency responsibility and accountability for cluster functioning.
  • Based on the results of a reflection exercise conducted early 2023, lead a process with GLC Management and Work Stream leads, to create an OD action plan focused on increasing GLC effectiveness. This may include elements of staff, skills, styles, systems, structure or shared values.
  • Provide expert advice to GLC management on GLC’s strategic direction, engagement, interaction model and way of working with private sector partners.

  • Staffing and resource management processes optimization
  • Finalize (a concept for development of) a roster of high-quality coordination personnel with the requisite skills, experience and training.
  • Support GLC management in the recruitment of a cadre of cluster staff in permanent positions.
  • Undertake a comprehensive review of the Global and field staff TORs ensuring relevance versus cluster mandate, clarity and inter-team coherence and complementarity.
  • Propose new efficient ways to inform decisions, track and report on resource management activities both internally and externally.

  • Strategic engagement:
  • Organize and attend relevant internal and external meetings, conferences, workshops, events; and other representation of GLC as applicable.
  • In coordination with GLC management, engage with the Strategic Advisory Group by leading meetings and other interaction.

  • Other:
  • Any other duty as required
  • Stand in for the GLCC as and when relevant

QUALIFICATIONS AND EXPERIENCE REQUIRED:


Education:


  • University degree in Change Management, Management, Business Administration, Communications, Information Management, International Relations, Social Sciences or comparable

Experience:


  • Experience in designing, monitoring and coordinating projects including planning, development and review;
  • A minimum of 12 years of relevant international professional experience in project management, humanitarian aid, change management or in a comparable field;
  • Experience working within the humanitarian emergency or development sector, or other relevant international experience.
  • Experience in working in strategy development and change management;
  • Experience working with training programmes and workstreams;

Knowledge and Skills:

  • Excellent verbal and written communication skills;
  • Strong presentation and facilitation skills;
  • Well-developed computer skills using MS Office package (PowerPoint, Word, Excel) to be self-sufficient at producing reports and presentations
  • Understanding of the work of UN agencies and the practical considerations of field deployments;
  • Ability to meet deadlines and work under pressure, together with flexibility to respond to peaks in activity
  • Proactive approach with the ability to give and receive open feedback.

Languages: Written and verbal fluency in English (C1);
