We are seeking to hire three ODDS Training & Technical Assistance Specialists (Training & Development Specialist 2) to join our Office of Developmental Disabilities (ODDS), Training Unit team.
This job posting is open until further notice. This is an ongoing selection process, and we will be scheduling interviews throughout the process.

What you need to qualify
Five years of experience designing and coordinating adult education courses or organizational development strategies.
A Bachelor's or higher-level degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of experience.
Essential attributes
We are looking for candidates with:
  • Experience collecting and analyzing training related data, and training evaluation and satisfaction information and using this information to make training related decisions.
  • Experience designing, developing, and delivering adult learning and training using a variety of modes and methods of delivery.
  • Ability to adjust your verbal and written communication style to fit the needs, communication style, and learning style of the audience.
  • Working knowledge of service equity principles and practices.
  • Excellent customer service skills are needed for working with internal and external customers.
  • Ability to demonstrate initiative and independent judgment and decision-making.
Preferred attributes
These attributes are not required to be competitive; they are a plus.
  • Knowledge of change management principles and practices and/or prosci methodologies.
  • Knowledge of the current practice in the delivery of community-based services to people with Intellectual and Developmental Disabilities or other vulnerable populations.

Your duties at a glance
The Office of Developmental Disabilities Services (ODDS) provides opportunities to link services for Oregonians who have intellectual and/or developmental disabilities. We are responsible for developing and administering programs that support children and adults with intellectual or other developmental disabilities to remain in their own home or community.
The ODDS Training Unit develops, coordinates, and delivers proactive training to ODDS staff, partners, providers, and other parties necessary for effective, person-centered, and equitable and culturally agile delivery of services that are compliant with Federal and State law and regulations, and Rules and Policies of ODDS.
As a Training and Technical Assistance Specialist you will develop and deliver trainings that support the intellectual and developmental disability program. The scope of the program includes ODDS operated Home and Community Based services delivered through state staff, contracted case management entities, and a range of providers. You will work collaboratively with ODDS staff to assess needs for and provide high quality, professional trainings according to the ODDS training plan and strategy, in compliance with training standards, and using professional adult learning techniques and delivery methods.
This includes:
  • Developing and evaluating a standardized training curriculum for each type of user of the new IT systems.
  • Developing and evaluating tools and strategies for the training of internal and external users in two new statewide ODDS IT systems.
  • Working within the Systems Development Unit and participating with other program staff, state and local agencies and partners to develop and implement strategies to strengthen and enhance the quality and availability of services.
  • Assessing training needs and developing a training curriculum for all users of the new IT systems.
Working conditions
  • Occasionally you may need to work on the weekend or during the evening.
  • Requires statewide travel with overnight stays.
  • Requires a valid license to drive or another acceptable form of transportation.
  • Working remotely will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • The duties of these positions include both office work to coordinate with others and to develop and design trainings; and conducting/delivering trainings in a variety of venues from virtual to in-person as needed.
