What you need to qualify:
Five years experience designing and coordinating adult education courses or organizational development strategies.
A Bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior or related field may substitute for three years of experience.
We are looking for candidates with:
  • Demonstrated experience implementing principles and practices of adult learning in a training setting.
  • Application of instructional methods and training techniques and collaborative training activities.
  • Contribute to a positive, respectful, and productive work environment.
  • Experience and proficiency with computer based applications, including Microsoft software and other applications for producing training materials, documents and reports.
  • Skills in communication and feedback strategies that maintain professional exchange of perspectives.

ABOUT Office of Training, Investigation and Safety (OTIS
The Office of Training, Investigation and Safety (OTIS) is a shared service between the Department of Human Services (DHS) and the Oregon Health Authority (OHA). The over-arching statewide responsibility of OTIS includes ensuring protective services are offered/provided and investigations are commenced in response to a report of abuse or neglect. OTIS has a critical role in ensuring safety and protection to the more than 78,000 people per biennium who receive mental health, developmental disabilities, or children’s therapeutic services, responding to more than 47,000 reports of abuse or neglect annually.
Our growing agency is seeking to hire a Training and Development Specialist within the Office of Training, Investigation and Safety (OTIS) program, under Dave Manley. In this role you will, develop and carry out a culturally competent OTIS training and education plan utilizing a variety of methods (on-line, classroom, self-study, etc.) Using an equity lens, you will, participate in the development of a comprehensive training plan, creation of quality training material and provide training to a diverse group of staff, consumers, and community partners/stakeholders. There is an emphasis on the use of e-learning and virtual training formats for the delivery of training content. Additionally, there will be collaboration subject matter experts and consumers on the design, creation and maintenance of materials used for promoting information and skill development. This position will use concepts that support adult learning in the design and delivery of competency-based training. Best practices in adult learning theory will be reflected in training curriculum, learning objectives, training material, and class instruction. Learning opportunities will be presented in a variety of modalities to support the adult learner and will include in-person, virtual, on-line, and independent learning opportunities. This position must work collaboratively as part of a training team and must collaborate with agency and community partners, subject matter experts and stakeholders to ensure priority, accuracy, and quality of training content/curriculum.
Working Conditions:
  • Telework or alternative work location will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • May require rare weekend or evening hours. Requires attendance at meetings, presentations, trainings, and work groups to provide consultation and technical assistance for partners and stakeholders.
  • Ability to work in an area of moderate noise level with distractions and maintain good working relationship with other employees in the unit/office. Requires daily computer usage, typing, talking, sitting, and standing.
  • Exposure to sensitive information and evidence, such as reports and photographs regarding the abuse and neglect of vulnerable adults and children. Position involves a high workload volume that can be unpredictable and fast paced.
  • Requires periodic driving/sitting in a vehicle during instate travel. Travel may involve overnight stays, adverse weather conditions and/or multiple passengers. Position requires a valid driver license to be maintained.

Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.
