Job Description

JOB SUMMARY

The incumbent of this position serves as Medical Records Administrative Specialist for the Department of Behavioral Health (DBH)/Administrative Operations Administration. Responsible for assisting the Medical Records Administrator in the development, implementation and management of an efficient and effective medical records and privacy system. Serves as a liaison between the Site Managers/Team leaders/Clinical Managers and the Medical Records Office. Responsible for providing advice and guidance on recording, compiling, assembling, analyzing, coding reviewing, and evaluating the clinical contents of all medical records. Responds to requests for supporting clinical documentation necessary for the courts, patients’ disability benefits, litigations, surveyors, and consultants. Assists professional and clinical staff in developing new forms for medical records and administrative departments and implementing revision of forms to ensure accreditation standards and staff needs are met. Keeps abreast of ongoing amendments to the Mental Health Information Act (MHIS) and the Health Insurance Portability and Accountability Act (HIPAA) and changes in policy and processing releases of clinical information.

This position IS in the collective bargaining unit represented by SED and you may be required to pay an agency service fee through an automatic payroll deduction.

Duration of Appointment: Permanent

Tour of Duty: 8:15am – 4:45pm, Monday – Friday

QUALIFICATIONS REQUIREMENT: Requires the credentials/certification of Registered Health Information Technician (RHIT), Accredited Records Technician (ART), or Registered Health Information Administrator (RHIA) from an accredited Health Information Management program recognized by the American Health Information Management Association (AHIMA). This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled.

LICENSURE/CERTIFICATION

Requires the credentials/certification of Registered Health Information Technician (RHIT), Accredited Records Technician (ART), or Registered Health Information Administrator (RHIA) from an accredited Health Information Management program recognized by the American Health Information Management Association (AHIMA)

EDUCATION

High School Diploma or Equivalency

WORK EXPERIENCE

Experience in assisting the development, implementation and management of an efficient and effective medical records office.

Position Designation: This position is deemed as “Security Sensitive” pursuant to Section 410 of Chapter 4 of the D.C. RESIDENCY PREFERENCE

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present proof of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
