Job Description

We are working with a Fortune 200 Corporation which provides services and products to the upstream oil and natural gas industry and is one of the world's largest oil field service companies.


To work as an integral part of Marine Strategic Team, we’re looking for a Marine Vessel Commercial Consultant to assist with the commercial aspects of pursuits, tenders, business cases, risk management, T&Cs, negotiations, and contractual extension & other options


Qualifications

  • Macro knowledge of the maritime / marine vessel industry and / or upstream offshore oil and gas industry is required to properly understand the fundamentals affecting the vessel portfolio, along with specific knowledge in risk analysis, economic and financial analysis, investment and cashflow analysis, understanding the implications of vessel ownership versus leasing, understanding vessel contracts and T&Cs (specifically, in the BIMCO contract), understanding the responsibility matrix and impact of associated changes, and an understanding of contractual options.
  • Requires an undergraduate degree in Finance, Economics, or related disciplines, and 10+ years of industry and/or functional experience (MBA and/or CPA preferred).
  • Ability to work effectively on a cross-functional team (Marine Strategic Team) of experts (PE Global Vessel Manager, PE Duncan-based Marine Technology support, PM&L Marine Contract Lead and local geography-based marine vessel & shore base managers) in their respective functional disciplines.
  • This role requires international travel so a valid US Passport is required

Job Summary

  • The Marine Strategic Team and this position shall further develop HMS standards around marine vessels including, but not limited to, standards, work methods, guidelines, best practices and associated checklists & forms.
  • It is important for the Marine Strategic Team to be knowledgeable and current in the market for marine vessel providers and Vessels. Thus, the Marine Strategic Team shall stay current with this market for marine vessel providers (& maintain relationships therewith), Vessels & their availability, supply & demand dynamics, rates, provider service levels, prevailing contract T&Cs, 3rd party service providers, etc. This breadth of current market information and relationships must occur on a continuum basis, as it is nearly impossible to perform from time-to-time or on a “tender-receipt” basis. The Marine Vessel Commercial Consultant shall be responsible for all, and contribute to the inherent, commercial aspects.
  • In support of the efforts in 3., additional Vessel management HMS structure and systems must be built and implemented including vessel provider tiering, Vessel tiering, a standard vessel agreement (Agreement), a vessel commercial analysis model (to be used for tenders which considers provider tiering, vessel tiering, performance, T&Cs, the responsibility matrix, 3rd party services, and risks). Building the template (in the HMS) and each specific tender commercial analysis model shall be the responsibility of the Marine Vessel Commercial Consultant; obviously, with input coming from members of the Marine Strategic Team.
  • Working alongside pursuit leads and with the Marine Strategic Team, this position will be responsible the commercial portion throughout all phases of the pursuit, EOI/RFI, tendering, identification of potential vessel providers & Vessels, bid evaluations, risk management, contract negotiations, award, mobilization, acceptance, ongoing operations and contract terminations / changes. Due to the overall complexity of: the spot versus term market, own versus lease, leases being bareboat charter or operating charters, a varying provision of 3rd party services, purchase & other options within leases, etc.; an optimal responsibility matrix must be determined, risks identified & managed, and an accurate business case built (by this consultant).
  • The Marine Vessel Commercial Consultant is part of the Marine Strategic Team; consisting of the PE Global Vessel Manager, PE Duncan-based Marine Technology support, PM&L Marine Contract Lead and local geography-based marine vessel & shore base managers. The Marine Vessel Commercial Consultant shall be responsible for all commercial aspects of the Marine Strategic Team and in the securement of Vessels from vessel providers.
  • The Marine Vessel Commercial Consultant shall be the commercial SME, and provide the commercial input to satisfy the requirements, for the Marine Strategic Team. The position will liaise with F&A, legal, treasury, asset management and as an advisor to executive management.
  • For the Agreement in 4., there is no established single Agreement existing today. While the PSL’s have approximately 20 Vessels leased today, there is no single template Agreement from which to work with vessel providers. Recently, there were discussions with PM&L Legal to contract an outside law firm & attorney specializing in maritime law and the industry-standard BIMCO agreement to be used to develop a “modified BIMCO” as our Agreement. The Marine Vessel Commercial Consultant shall be part of developing the commercial aspects of this Agreement including, but not limited to, the rates & compensation section, commercial T&Cs, the responsibility matrix, indemnification & insurance and risks.
  • In support of the efforts in 3., the Marine Vessel Commercial Consultant shall build commercial models to evaluate the optimal structuring of owning versus leasing a Vessel, chartering basis (bareboat versus operating) when leasing, the optimal responsibility matrix, extent of services to be provided by the vessel provider versus 3rd party contracted, commercial aspects of risks and the risk register, evaluating the back-to-back aspects of the Client contract versus the final Agreement, evaluating options (e.g. of term extensions and purchase options), T&Cs, rates & rate structures, etc. The commercial evaluation modeling shall be in support of developing the final business case.
  • Working with the respective PSL F&A function, the Marine Vessel Commercial Consultant shall support forecasting, tracking, & reporting project costs as well as estimating, cost control, and planning / scheduling. The position shall work with respective PSL F&A on budgeting and forecasting.
  • As part of the Marine Strategic Team, the Marine Vessel Commercial Consultant is responsible for the commercial aspects of Vessels. A Client pursuit, tender and eventual contract determines a PSL’s Vessel need, and the Marine Strategic Team is responsible for working together throughout the pursuit, tender and execution stages to identity and optimally source and manage the Vessel. Vessel types may include, but not be limited to, well stimulation vessels, intervention vessels, crew transport vessels (FSVs), product supply vessels (PSVs), MODUs, etc. Start-up times and work terms will vary, and could involve both spot market and term contracts / charters.
