Job Description

Manager V
Under the direction of the Regional Director (RD), this position performs complex managerial work as an Assistant Regional Director (ARD) for Clinical Laboratory Improvement Amendments (CLIA) in the Health Care Regulation (HCR) department of the Regulatory Services Division at the Texas Health and Human Services Commission (HHSC). This position administers daily operations and activities related to the regulation of Clinical Laboratory Improvement Amendments (CLIA) certified laboratories in Texas. The work involves assisting in establishing program goals and objectives, developing guidelines, procedures, policies, rules, regulations, hiring staff, and training. The work entails complex coordination and monitoring of the development of staff schedules, priorities, and standards for achieving established statewide goals related to federal survey activities of laboratories. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions:
EJF#1. 35% Oversees and contributes to the statewide accomplishment of CLIA assigned workload by participating in ongoing compliance activities. Monitors the federal activities of statewide professional staff related to the regulation of CLIA certified laboratories in Texas. Periodically conducts on-site surveys of CLIA certified laboratories to determine compliance with applicable federal laws, regulations, and rules. Leads survey teams on surveys requiring complex coordination of statewide CLIA staff for execution. Ensures those reports set for federal enforcement are additionally reviewed by the RD. Continuously monitors the federal workload databases (Aspen and TULIP) for timeliness and completion of statewide staff workload assignments. Assists the RD and Health Facility Compliance Director in establishing statewide goals and objectives consistent with the federal Centers for Medicare and Medicaid Services Mission and Priority document and CLIA budget call letter that establish workload priorities for health facility compliance; develops and approves schedules, priorities, and standards for achieving statewide CLIA workload goals.
EFJ #2. 20% Supervises and monitors the work of the statewide CLIA administrative staff. Works collaboratively with administrative staff in reviewing and processing CLIA applications and makes recommendations to the RD to improve survey and administrative operations. Oversees the preparation of management and productivity workload reports. Routes supply orders as necessary for staff. Uses CAPPS to interview, select, and hire staff; approves staff time and leave; performs staff performance coaching and evaluations; recommends merits, administrative leave awards and disciplinary actions per department policy. Reviews and approves staff travel requests and travel vouchers.
EJF#3. 20% Assists the RD in developing and implementing methods for evaluating CLIA compliance activities across the state, including the coordination of CLIA quality assurance activities consistent with the CMS Texas State Agency Performance Review standards (CLIA SAPR) and activities related to workload completion and utilization of the federal ASPEN (ACO/ACTS) databases. The ARD communicates and coordinates workload activities in conjunction with the process maintained by the HFC quality assurance coordinator as developed for statewide monitoring. Monitors and makes recommendations for the SAPR reports, as well as implementation of the SAPR plan of correction if needed. Ensures compliance with agency and departmental policies and procedures.
EJF#4. 20%. Oversees the mentoring/precepting of new survey staff and coordinates the training of new surveyors. This position works in conjunction with the RD for orientation of new staff members and ensures completion of training for new staff. Responsible for helping determine if staff in training are ready to work independently. This position coordinates with the RD for periodic monitoring/evaluation of onsite survey activity of survey staff.
EJF#5. 5% Performs other duties as assigned. Ensures the safe operation of either a state-owned vehicle, rental, or personal vehicle as necessary to conduct state business and an acceptable driving record must be maintained in accordance with HHSC Fleet Management Policy. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or continuity of operations plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:

Registration or Licensure Requirements:
Preferred: Certified Clinical Laboratory Scientist, Medical Technologist, or certification in a related field.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in a field relevant to assignment is generally preferred. Experience and education may be substituted for one another.
