Job Description

Under the supervision of the Director of Policy and Quality in the Family Clinical Services (FCS)
Section, the Program Specialist V serves as the subject matter experts for the Family Planning Program (FPP). Manages programmatic day-to-day contact, as needed, with contractors. Participates
in programmatic and policy team efforts for the procurement of program contractors. Identifies and
develops, in consultation with clinical staff and FCS leadership, training and technical assistance for program contractors, internal staff, and other stakeholders. Participates in the planning, implementation, administration, and evaluation of program and FCS initiatives. Responsible for reviewing and adding or amending program policies to meet applicable federal and state statute and/or other guidance. Leads or supports special projects as directed that impact FCS section programs, policies, or operations. Provides additional support, as needed, to other FCS programs including Primary Health Care Program, Title V Maternal and Child Health Fee-for-Service program, and the County Indigent Health Care Program. Works under limited supervision with considerable latitude for the use of initiative and independent judgement.
This is a 100% telework position. However, applicants must live in the state of Texas to be considered.

Essential Job Functions:
Provides subject matter expertise and support to the Family Planning Program and other programs, as needed. Oversees the development, implementation, and review of program policies that utilize
administrative code, statutory requirements, and other related subject matter content. Works in collaboration with assigned clinical nurse consultants to provide training and technical guidance to contractors on policy and service delivery-related inquiries. Provides consultative services and
technical assistance to plan, implement, and monitor effective programs and services. Analysis legislation for potential impacts and participates in the development of bill analysis and cost estimates during legislative sessions. Prepares and conducts presentations to internal and external stakeholders on programs and policies. (40%)
Identifies, tracks, documents issues and reports on progress related to women’s health programs policies, activities, and initiatives to ensure timely follow up and satisfactory resolution. Identifies the need for new projects or initiatives and initiates them. Provides guidance and recommendations to other staff in the development and integration of new methods and procedures. Serves as lead staff member to develop and implement policies and procedures related to women’s health programs policies, activities, and initiatives. Serves as the policy and programmatic subject matter expert and liaison between FCS section’s women’s health programs and other agency departments and sections to coordinate activities. (30%)
Writes, reviews, revises, and edits policy content of FCS publications including Provider Manuals, Provider Bulletins, Webinars and other training materials, and other client and provider
communications. Collaborates with other areas to ensure documents are translated and made accessible for distribution or posting to HHSC or other website. (15%)
Participates in quality assurance activities for Family Planning Program or other assigned programs. Monitors, reviews, and evaluates participating contractor’s compliance with applicable laws, statute, rules, and program policies. Coordinates findings with clinical nurse consultants to provide findings to contractors. Evaluates contractor responses to findings to meet program requirements. (10%)
Complete other duties as assigned to meet the needs of the FCS section. Other duties may include but are not limited actively participating and/or serving in a supporting role to meet the agency’s obligation for disaster response and/or recovery. Other duties may temporarily require an alternative shift pattern assignment and/or location. (5%)

    Initial Selection Criteria:
    Required: Graduation from an accredited four-year college or university with major coursework in public health, social work, or a related field.
    Preferred: Work experience in public health program administration or state policy work.
