Description
Job Overview
The Manager Senior Project D&C Bond is responsible for managing multiple, large scale, complex construction projects from schematic design, through construction, and up to the one-year warranty period. Lead the development and review process of the construction documents at 30%, 50% and 95%, construction-related coordination, and problem resolution throughout the development and execution of the projects.
Position Description
Essential Duties and Responsibilities
  • Responsible for reviewing Operations and Maintenance manuals and closeout documents to verify that they meet specified requirements
  • Coordinate the purchase and installation of the District’s supplied equipment with other departments such as: telephone equipment installation and cabling, computer cabling, burglar alarm systems and proximity readers, security cameras, restroom accessories, fire extinguishers, and dedication plaques
  • Assist with projects in the D & C, and other FBISD departments as assigned
  • Ensure successful completion of assigned construction projects within the constraints of the budget, schedule, and scope of work
  • Work within the constraints established to provide the contractor and design consultants with answers for FBISD on non- scope and cost-related items
  • Monitor the completion of all punch list, Texas Department of Licensing and Regulation, warranty, and latent defects
  • Visit assigned job sites to view construction progress, quality of work, and expedite resolution of project issues
  • Track one-year warranty items. Perform quarterly site visits for the first year and final on-year walk through
  • Responsible for coordination of the punch list with design professional and contractor
  • Review Site Observer’s observation reports and monthly work-in-progress summaries. Provide written and photographic documentation of significant project events and issues
  • Follow QAQC and construction safety check procedures. Prepare written observation reports after each visit
  • Monitor construction costs, schedules and changes in scope of work. Inform Project Coordinator of relevant project issues in writing and request assistance, as needed, to perform job functions
  • Understand and manage contractual responsibilities of the owner (FBISD), design consultant (A/E), and contractor as defined in the FBISD construction contracts for all assigned projects
  • Attend project meetings and observe critical activities at the site: pre-bid meeting, pre-construction meeting, progress meetings, sub-contractor coordination meetings, and other critical construction events
  • Verify that all warranties have been received and are properly executed by the District
  • Monitor the critical path schedule as submitted by the contractor. Notify FBISD Project Coordinator of any impacts to the schedule that could delay the completion date. Expedite owner and design consultant responses to prevent delay claims
  • Monitor the material testing, HVAC water and air balance contracts and forward invoices to Project Coordinator with recommendation. Recommend additional or reduced mater
  • Responsible for coordination with building code officials, fire inspectors, and health department to establish acceptance of the building prior to substantial completion
  • Verify that specified testing and start-up requirements are met for HVAC and other equipment
  • Responsible for scheduling, and coordinating all equipment demonstrations and training, with district and campus personnel
  • Monitor the overall quality of work in accordance with contract documents to minimize punch list and improve the final product
  • Review monthly payment applications and time extensions for accuracy and forward to the Project Coordinator with recommendation
  • Coordinate the transition of ownership and move-in from contractor to the District including: building insurance; utility payments; activating security systems; distribution of keys; furniture, fixture and equipment (FF&E) delivery and set up; and occupancy
  • Responsible for leading coordination for all drawings and specifications and maintains an accurate set of construction documents. Maintain project files
  • Review project submittals with Project Coordinator for compliance with project documents and verify that approved product is installed per manufacturers’ recommendations in the field
  • Review pricing and time extensions on all proposed changes and work with design consultant and contractor to resolve differences. Recommend approval when price and scope of work are acceptable
  • Document critical design and construction issues FBISD has encountered in past projects and review the issues with project team asto ensure betterment of future projects
  • Ensure use of the department software for project administration
  • Foster a team approach between FBISD, design consultants, and contractors

  • Minimum of 5 years of experience in school construction
  • Considerable and progressive professional experience in the management and administration of large construction projects including commercial, industrial, or school facilities
  • Bachelor's Degree in construction management, architecture, engineering or closely related field

  • Possession of physical attributes required to carry out essential functions including fine motor skills and dexterity required to draft and use computer technology, cell phone, pager, etc. Possession of the physical attributes required to carry out essential functions including bending, carrying plans, specifications, project files, and product samples, stretching, walking for extended periods of time, stepping over construction obstacles, climbing stairs and ladders, standing, and operating automotive equipment. Some of the work involves only exposure to normal, everyday risks. Daily activities involve observing and monitoring construction projects in all weather conditions and access to “hard-hat” areas. Also involves exposure to potential hazards at such sites including exposure to dust, fumes, and chemicals that are used on construction projects.
  • Position is funded by the current bond program and is dependent upon current and future bond programs for funding.
