Job Description

POSITION: MANAGER OF PLANNING AND SCHEDULING


CLASSIFICATION: SUPERVISORY


GRADE LEVEL: ONE – FOUR


JOB SUMMARY


This position is responsible for the analysis and planning of strategies for transit development, assisting in the implementation of new service, the coordination and installation of customer amenities, the adherence to governmental transit planning requirements, the compilation of data necessary for planning and route scheduling functions, and as required by federal and state regulations. This position will also oversee the day-to-day activities of the planning department.

SUPERVISION BY: CHIEF DEVELOPMENT OFFICER


PRINCIPAL RESPONSIBILITIES:

  • Responsible for developing outreach and promotional strategies to increase ridership and communicate service changes.
  • Responsible for meeting all FTA planning requirements.
  • Responsible for the research and planning (both short and long-range) of service changes whether permanent or temporary. Communicate geographic changes internally.
  • Oversee the preparation of passenger surveys designed to monitor the fixed route service. Review and present results.
  • Coordinate and attend the events for outreach to customers, employees, or the community.
  • Assist with and coordinate area land-use planning activities including development of and updating long-range transit plans and organizational strategic planning.
  • Manage the agency’s Transit Asset Management Plan.
  • Coordinate and prepare service information including route maps and schedules, ridership, detours, customer information boards and other materials to communicate with the public.
  • Oversee and manage the data for NTD reporting.
  • Develop, manage, and prepare Key Performance Indicators for agency leadership.
  • Prepare and submit Title VI Service and Fare Equity report to FTA.
  • Conduct the regular review and analyses of routes, route performance, schedules, ridership, revenue, and cost, as well as Bus Stop Management. Make recommendations for improvements to the management team.
  • Plan, coordinate, and attend public outreach events related to service changes.
  • Manages Planning and Scheduling staff.
  • Assist in the development of new service delivery models and mobility services to include microtransit, MAAS, and, SAAS.
  • Forecast public transportation needs and formulate plans accordingly. Prepare documents to support forecasts and present information.

QUALIFICATIONS / EDUCATION:

  • Bachelor’s degree in Urban Planning, Geography, Public Administration, Economics, or closely related field
  • Familiarity with federal and state reporting in a non-profit and/or government organization preferred.
  • 2-4 years of planning experience, preferably in public transportation planning

KNOWLEDGE AND SKILLS

  • Experience using ArcGIS preferrable.
  • Possess a thorough understanding of federal and state regulations regarding funding and operation of public transportation.
  • Strong computer skills, including excel database and reporting skills.
  • Strong verbal and written communication skills
  • Analytical skills to conduct and interpret internet research and data for reports and grant applications.
  • Ability to write clear, structured, and persuasive grant and funding related proposals.
  • Ability to multitask and manage projects effectively to meet firm deadlines.
  • Innovative and detail-oriented
  • Zoning and land use regulations
  • Financial analysis

PHYSICAL DEMANDS:

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.

Salary Range: $80,000-$88,000
