Job Description

Duties

As a Management and Program Analyst, you will:

  • Analyze in-depth existing and new policies from Office of Management and Budget (OMB), DOT, FHWA and other Federal agencies to determine impact and provide senior advice and expertise on the implications of HCF operations.
  • Conduct highly complex program evaluations and extensive analysis of program objectives, policies, functions, work processes, methods and procedures for business operations and logistical support programs and related activities to evaluate, refine and improve the efficiency and effectiveness of major programs and provide recommendations to senior management on the most effective and significant course of action to be taken.
  • Advise the CFO, DCFO and senior management on actions that may be taken to improve internal and external program operations as indicated by changes in legislation, regulation, policy, and priorities.
  • Develop leadership draft talking points, speeches and presentation materials, and coordinate their clearance as necessary with the Office of Public Affairs and other agency and department processes.

The ideal candidate is a senior-level professional who has expert knowledge of organizational and/or program practices sufficient to accomplish a variety of management assignments. The candidate has experience providing direction, program level policy and guidance related to financial management of a Transportation Program. The candidate will be skilled in performing complex duties in the areas of financial management and management analyses. In addition, ideal candidates will possess expert analytical and communication skills and an understanding of the Federal-aid highway and Federal Lands Programs (FHWA programs).

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications.

To qualify for the GS-15 on Experience, you must have at least one year of experience equal or equivalent to the GS-14 it must include:

  • Experience planning and conducting financial research and analysis used by senior officials/executives to help develop policies/strategies relating to national transportation programs; and
  • Experience developing recommendations for senior officials/executives regarding various financial and management programs and practices to improve the way information is applied for decision making, organizational operations and the efficient use of federal funds.

You cannot qualify on education at the GS-15 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
